When developing <strong><strong>an</strong>d</strong> implementing a mental <strong>health</strong> <strong>policy</strong> it is crucial to pay<br />

attention to the levels of evidence for effectiveness, the cultural appropriateness<br />

<strong><strong>an</strong>d</strong> acceptability of <strong>practice</strong>s <strong>across</strong> implementation areas, the fin<strong>an</strong>cial, personnel,<br />

technical <strong><strong>an</strong>d</strong> infrastructural requirements needed, along with the estimation<br />

of overall benefits <strong><strong>an</strong>d</strong> potential for large-scale <strong><strong>an</strong>d</strong> efficient application.<br />

The barriers to implementing effective programmes, especially in countries with<br />

low levels of resources, call for the collective efforts of all org<strong>an</strong>izations, sectors<br />

<strong><strong>an</strong>d</strong> professionals with responsibility for mental <strong>health</strong> (WHO 2002c) to work<br />

together <strong><strong>an</strong>d</strong> support development at the country <strong><strong>an</strong>d</strong> <strong>Europe</strong><strong>an</strong> levels.<br />
