school system, the point of intervention by the state in<br />
enforcing the takeover, the length of the takeover and whether<br />
the school system will be returned to the school board or to<br />
another designated entity, and the level of state control and local<br />
influence in managing the school system during the takeover, and<br />
to report the findings of the joint committee to the legislature<br />
prior to the convening of the 2005 Regular Session.<br />
