Senator McPherson asked for and obtained a suspension of the<br />

rules to take up at this time the following House Concurrent<br />

Resolutions just reported by Committees.<br />

HOUSE CONCURRENT RESOLUTION NO. 300—<br />

BY REPRESENTATIVE DURAND<br />

A CONCURRENT RESOLUTION<br />

To suspend until sixty days after final adjournment of the 2005<br />

Regular Session of the Legislature the provisions of R.S.<br />

28:382.1(A)(2), relative to the development and implementation<br />

of a framework for human services delivery.<br />

Reported favorably by the Committee on Health and Welfare.<br />

Under the provisions of Joint Rule No. 3 of the Rules of the Senate,<br />

the resolution was read by title and referred to the Legislative Bureau.<br />

Rules Suspended<br />

Senator McPherson asked for and obtained a suspension of the<br />

rules for the purpose of invoking 3 minute cloture.<br />

CONFERENCE COMMITTEE REPORT<br />

Senate Concurrent Resolution No. 46 by Senator McPherson<br />

June 17, 2004<br />

To the Honorable President and Members of the Senate and to<br />

the Honorable Speaker and Members of the House of<br />

Representatives:<br />

We, the conferees appointed to confer over the disagreement<br />

between the two houses concerning Senate Concurrent Resolution<br />

No. 46 by Senator McPherson recommend the following concerning<br />

the Engrossed resolution:<br />

1. That Senate Committee Amendment No. 1 proposed by the<br />

Senate Committee on Health and Welfare and adopted by the<br />

Senate on April 22, 2004 be adopted.<br />

2. That House Committee Amendments No. 1, 2, and 4 proposed<br />

by the House Committee on Health and Welfare and adopted by<br />

the House of Representatives on May 24, 2004 be adopted.<br />

3. That House Committee Amendment No. 3 proposed by the<br />

House Committee on Health and Welfare and adopted by the<br />

House of Representatives on May 24, 2004 be rejected.<br />

4. That the following amendment to the engrossed resolution be<br />

adopted:<br />

50th DAY'S PROCEEDINGS<br />

AMENDMENT NO. 1<br />

On page 1, delete lines 15 through 17 and insert the following:<br />

"WHEREAS, the Legislature of <strong>Louisiana</strong> acknowledges that<br />

abuse of prescription drugs is a growing problem; and<br />

WHEREAS, real-time electronic monitoring of prescription<br />

writing and fulfillment can be an effective tool for preventing fraud<br />

and abuse of prescription drugs; and<br />

THEREFORE, BE IT RESOLVED, that, the Department of<br />

Health and Hospitals shall determine the feasibility of administering<br />

a pilot program to demonstrate the effectiveness of real-time<br />

prescription writing, monitoring, and fulfillment, and report to the<br />

Senate and House committees on health and welfare not later than<br />

October 1, 2004 on the feasibility of such a program."<br />

adopted. Senator McPherson moved to reconsider the vote by which<br />

the report was adopted and laid the motion on the table.<br />
