To direct the Joint Legislative Committee on the Budget to create a<br />
task force to study the practices and standards followed by<br />
departments and agencies of the executive branch of state<br />
government, with respect to contracting with nonprofit<br />
organizations, in order to better assist such organizations in<br />
developing consistent professional standards of excellence<br />
applicable to such contracts.<br />
