Ladies and Gentlemen:<br />
We, the conferees appointed to confer over the disagreement<br />
between the two houses concerning House Bill No. 415 by<br />
Representative Jack Smith, recommend the following concerning the<br />
engrossed bill:<br />

1. That the Senate Committee Amendments proposed by the<br />
Senate Committee on Natural Resources and adopted by the<br />

Gautreaux and adopted by the Senate on June 9, 2004, be<br />
rejected.<br />
