To the Honorable Speaker and Members of the House of<br />

Representatives and the Honorable President and Members of the<br />

Senate.<br />

Ladies and Gentlemen:<br />

We, the conferees appointed to confer over the disagreement<br />

between the two houses concerning House Bill No. 1605 by<br />

Representative Daniel, recommend the following concerning the<br />

reengrossed bill:<br />

1. That the set of Senate Committee Amendments proposed by the<br />

Senate Committee on Senate and Governmental Affairs and<br />

adopted by the Senate on June 9, 2004 be adopted.<br />

2. That the set of Senate Floor Amendments proposed by Senator<br />

Marionneaux and adopted by the Senate on June 15, 2004 be<br />

rejected.<br />

3. That the following amendments to the reengrossed bill be<br />

adopted:<br />

AMENDMENT NO. 1<br />

On page 3, line 12, after "(7)" and before "Any act or omission"<br />

insert "The secretary of state shall promulgate and adopt rules as<br />

necessary to effectuate the provisions and purposes of this Section."<br />

AMENDMENT NO. 2<br />

On page 3, line 12, change "enforcement" to "implementation"<br />

AMENDMENT NO. 3<br />

On page 4, line 5, after "of the votes cast" and before "in the most<br />

recent" delete "for their respective office or offices" and insert "for<br />

such office"<br />

AMENDMENT NO. 4<br />

On page 4, line 6, after "a candidate" and before "such party" delete<br />

"or candidates"<br />

AMENDMENT NO. 5<br />

On page 4, line 14, after "the candidate's name." delete the remainder<br />

of the line and delete lines 15 and 16 and insert the following:<br />

"If a candidate is not affiliated with a political party, but such party<br />

is not a recognized political party, the space after his name shall be<br />

left blank. If a candidate is not affiliated with any political party, the<br />

words "no party" or an abbreviation thereof shall be placed after his<br />

name. The secretary of state shall promulgate and adopt rules as<br />

necessary to effectuate the provisions and purposes of this<br />

Subsection."<br />

adopted. Senator Dardenne moved to reconsider the vote by which<br />

the report was adopted and laid the motion on the table.<br />

To the Honorable Speaker and Members of the House of<br />

Representatives and the Honorable President and Members of the<br />

Senate.<br />

Ladies and Gentlemen:<br />

We, the conferees appointed to confer over the disagreement<br />

between the two houses concerning House Bill No. 421 by<br />

Representative Beard, recommend the following concerning the<br />

engrossed bill:<br />

1. That the Senate Committee Amendments proposed by the<br />
