FY2010 dollars to show that the phased program recommended would fit within the budget constraints adopted<br />

by the committee in the setting <strong>of</strong> its recommendations. <strong>The</strong> pr<strong>of</strong>iles and budget costs will vary on a project‐byproject<br />

and program‐by‐program basis and should not be taken as representing a literal recommended program.<br />

<strong>The</strong> sandcharts are presented here to show, as an existence pro<strong>of</strong>, that the recommended DOE High Energy<br />

Physics spending on Astro2010‐recommended new initiatives and program augmentations are implementable.<br />

<strong>The</strong>re are changes in the way research is being done. It is more ambitious. Yet it is also more<br />

collaborative and more international, which enlarges the realm <strong>of</strong> what is achievable. This complicates the<br />

task <strong>of</strong> preparing a strategic vision and necessitates a new fiscal, technical, and temporal realism at a time<br />

<strong>of</strong> constrained economic resources in the United States that will inevitably lead to a smaller fraction <strong>of</strong> the<br />

global research effort supported by the federal government. <strong>The</strong> committee has been strategic in its<br />

thinking, crafting a program that optimizes the scientific return, building on previous public investment in<br />

astrophysics while making difficult choices in laying a foundation for the next decade.<br />

<strong>The</strong> committee notes the unprecedented level <strong>of</strong> effort and involvement in this survey by the<br />

astronomical community, with hundreds <strong>of</strong> astronomers and astrophysicists attending town hall meetings,<br />

contributing white papers, and serving on panels. <strong>The</strong> vision put forth in this report is a shared vision.<br />
