Human Settlements Review, Volume 1, Number 1, 2010 4.4 Monitoring of projects that include elements of suppressed demand According to the small-scale methodology IIE, the following monitoring is required: “In the case of retrofit measures, monitoring shall consist of: (a) Documenting the specifications of the equipment replaced; and (b) Calculating the energy savings due to the measures installed.” predictive tool has set the energy required for heating both the baseline and project to the established level of thermal comfort. Monitoring is thus simplified to monitoring whether the technology within a statistically relevant sample is in place. The actual specific variables are shown on Table 1. For ceilings and ceiling insulation, there is no equipment to be replaced, but the thermal characteristics of a house without an insulated ceiling has been modeled based on empirical data from the sample of houses in the target community. To calculate the project activity emissions, actual energy use for space heating will be monitored as will the indoor temperature in establishing a calibrated predictive tool which is used to calculate the amount of energy it would have taken for equivalent heating in a home without an insulated ceiling. With different housing types, materials or sizes be included in the project boundary in which insulated ceilings are to be fitted, a sample of those houses should be used to calibrate the predictive tool afresh and the prediction provided on a square metre of heated area. If the newly calibrated tool reflects higher emissions reductions than the original 30m2 houses, the project participant may reserve the right to utilize the original smaller 10 household sample to determine emissions reductions on the basis of conservatism.
