campaigns against the enemy . 50 The Northern strategy would rely on more<br />

"terroristic"<br />

<strong>action</strong>s because the guerrilla would be less mobile and the<br />

potential supporters outnumbered by the enemy . The dual fronts strategy<br />

would split the oppressor's forces making it necessary for him to fight<br />

many small battles across a wide area in which his own citizens were living<br />

. The author foresaw that the revolution would spread from Northern<br />

cities to Southern cities and then to the rural<br />

areas where the emphasis<br />

would be on small scale campaigns with the enemy and liberation of the community<br />

. The U .S . Army and National Guard would be plagued with desertions .<br />

The author stated that during this struggle the querrillas would be "extending<br />

the war in a protracted manner ."<br />

This campaign would lead to total<br />

chaos and the enemy would be "unable to sustain his efforts against a protracted<br />

guerrilla war whether it's 90 days, 9 years or a year . "51 This<br />

statement seems to be the first reference by RAM that the black revolution<br />

may be a protracted struggle .<br />

The role of black soldiers in the U .S . Army was seen as very important<br />

. It was an issue that appeared in a number of documents that describe<br />

the war of liberation, but was put most succinctly in Message from RAM<br />

Revolutionary Action Movement) the Black Liberation Front of the U .S .A . to<br />

Afro-Americans in the United States Racist Imperialist Army . In this document,<br />

written on July 4, 1965, RAM asks black soldiers, "Why are you in<br />

Charlie's Army" RAM recognized that black soldiers were waging a war<br />

against racist white soldiers and officers but called on<br />

them to come home<br />
