RAM's analysis that liberation of black<br />

people was impossible under capitalism is supported by the government's<br />

counter-insurgency prog<strong>ram</strong> against all elements of the <strong>movement</strong> . The federal<br />

agencies were as vicious and thorough in their attacks against the<br />

moderate elements represented by Dr . Martin Luther King, Jr ., an advocate<br />

of non-violence and integration, as they were against those such as RAM<br />

who called for the overthrow of the state . 45 The government was willing<br />

in the late 1960's and early 1970's to use harassment, intimidation, incarceration,<br />

spying, character assassination and murder to crush the black<br />

<strong>movement</strong> . It seems safe to assume that these tactics will be used again<br />

as the black liberation <strong>movement</strong> rebuilds its in the coming years .<br />
