Activities Against the Black Panther Party<br />

The FBI extensive war was the counter-insurgency plan waged against<br />

the Black Panther Party . In September, 1968, FBI Director, J . Edgar<br />

Hoover, described the Black Panther Party as :<br />

The greatest threat to the internal security of the country .<br />

Schooled in the Marxist-Leninist ideology and the teaching of<br />

Chinese Communist leader Mao Tse-Tung, its members have perpetrated<br />

numerous assaults on police throughout the country .<br />

Leaders and representatives of the Black Panther Party travel<br />

extensively all over the United States preaching their gospel<br />

of hate and violence not only to ghetto residents but to students<br />

in colleges, universities and high schools as well . 29<br />

By July, 1969, the Black Panther Party was under constant attack by<br />

police and FBI <strong>action</strong>s coordinated from Washington, D .C .<br />

The BPP was the target of 223 of the total 295 Black Nationalist<br />

COINTELPRO <strong>action</strong>s .<br />

The conspiracy against the Black Panther Party took on mammouth proportions<br />

bordering on outright fascist terror tactics . The FBI fostered<br />

rivalries between the Black Panthers and Ron Karenga's U .S . organization<br />

sending derogatory cartoons and death threats to both groups .<br />

The FBI<br />

sent an anonymous letter to the leader of the Black Stone Rangers informing<br />

him that the Chicago Panthers had a hit on him . In 1969, there were<br />

one hundred and thirteen arrests of BPP members in Chicago with only a<br />

handful resulting in convictions . 30 In 1969, 348 BPP members across the<br />
