of the economic gains black people have achieved through affirmative <strong>action</strong><br />

prog<strong>ram</strong>s .<br />

With the<br />

1,500 elected black politicians, black politicians represent<br />

less than one percent of elected political representatives in the United<br />

States . In the last five years, there have been numerous cases of elected<br />

black politicians being indicted for one charge or another . Howard Dodson,<br />

executive director of the Institute of the Black World says, "Obviously<br />

there is a conspiracy against black elected officials . It is part of the<br />

overall genocidal plan of the capitalist state to crush black people's <strong>movement</strong><br />

for freedom ."<br />

The KKK has been reemerging in the South as well as the North . Blacks<br />

have organized mass marches against police brutality, and cutbacks in<br />

Macon, Georgia, Los Angeles, California, Tupelo, Mississippi,<br />

Philadelphia,<br />

Pennsylvania and New York City . The United League, a statewide armed mass<br />

<strong>action</strong> organization in Mississippi has been in armed struggle against the<br />

Ku Klux Klan for two years .<br />

Black United Fronts have emerged in New York<br />

and Philadelphia to organize the black community against repression there . 8<br />

From the data released on the FBI's COINTELPRO Prog<strong>ram</strong> and<br />

the existing<br />

political<br />

and economic conditions, the author concludes that the RAM analysis<br />

was the most applicable for developing a paradigm for black liberation .<br />

Given that white workers have a low level of class consciousness, have<br />

traditionally allied with the State against black people, a<br />

paradigm for<br />

liberation has to be developed independent of them . The conclusion the<br />
