Joint Force Special Operations Component Comm<strong>and</strong>er<br />

6-25. The JFSOCC is responsible for planning <strong>and</strong> coordinating special <strong>operations</strong>,<br />

or accomplishing such operational missions as may be assigned by<br />

the JFC. Special <strong>operations</strong> forces support OCA <strong>and</strong> TMD attack <strong>operations</strong><br />

through reconnaissance <strong>and</strong> direct action <strong>operations</strong>.<br />

Area Air Defense Comm<strong>and</strong>er<br />

6-26. The JFC assigns overall responsibility for overall joint force defensive<br />

counter<strong>air</strong> <strong>operations</strong> to an area <strong>air</strong> <strong>defense</strong> comm<strong>and</strong>er. The AADC is normally<br />

the component comm<strong>and</strong>er with the preponderance of <strong>air</strong> <strong>defense</strong> capabilities<br />

<strong>and</strong> the comm<strong>and</strong>, control, <strong>and</strong> communications capability to plan<br />

<strong>and</strong> execute integrated <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong> <strong>operations</strong>. His responsibilities<br />

will be defined by the JFC. Normally, the AADC performs the following<br />

functions:<br />

• Integrates defensive counter<strong>air</strong> forces <strong>and</strong> <strong>operations</strong>.<br />

• Develops a database of friendly TMD active <strong>defense</strong> capabilities to facilitate<br />

TMD planning.<br />

• Develops <strong>and</strong> executes plans for JTMD active <strong>missile</strong> <strong>defense</strong> <strong>operations</strong>.<br />

• Develops <strong>and</strong> promulgates weapon control procedures <strong>and</strong> measures.<br />

• Develops <strong>and</strong> executes plans for dissemination of <strong>missile</strong> warning information<br />

to components, allies, <strong>and</strong> host nation civil authorities.<br />

Airspace Control Authority<br />

6-27. The ACA assumes overall responsibility of the <strong>air</strong>space control system<br />

in the <strong>air</strong>space control area. The ACA coordinates <strong>and</strong> integrates the <strong>us</strong>e of<br />

the <strong>air</strong>space control area. He develops <strong>air</strong>space control procedures <strong>and</strong> policies,<br />

establishes the <strong>air</strong>space control system, <strong>and</strong> coordinates <strong>air</strong>space <strong>us</strong>er<br />

requirements. The ACA develops the <strong>air</strong>space control plan <strong>and</strong>, after JFC approval,<br />

promulgates it throughout the area of <strong>operations</strong>. Normally, the<br />

AADC will also serve as the ACA.<br />

MANEUVER<br />

6-28. Infantry <strong>and</strong> armor forces with an <strong>air</strong> <strong>defense</strong> capability increase the<br />

density <strong>and</strong> effectiveness of <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong> across the battlefield.<br />

However, the optimum role for these forces is ground combat. The maneuver<br />

comm<strong>and</strong>er m<strong>us</strong>t carefully consider the benefits of combined arms <strong>air</strong> <strong>defense</strong><br />

contributions vers<strong>us</strong> the decrease in ground combat effectiveness. Combined<br />

arms elements can provide vital self-protection from <strong>air</strong> threats <strong>and</strong> contribute<br />

to their freedom to maneuver. Although they have a limited capability to<br />

engage fixed-wing <strong>air</strong>craft, <strong>missile</strong>s, <strong>and</strong> UAVs, combined arms members can<br />

effectively engage hovering or slow-moving helicopters within their weapon<br />

systems' ranges. Tank main guns, IFV, antitank weapons, <strong>and</strong> other directfire<br />

systems m<strong>us</strong>t engage these threat <strong>air</strong> platforms when possible. The force<br />

comm<strong>and</strong>er can assign combined arms resources to protect critical areas or<br />

assets from <strong>air</strong> attack. The AMDCOORD recommends to the ground force<br />

comm<strong>and</strong>er the <strong>us</strong>e of other combat arms in an <strong>air</strong> <strong>defense</strong> role. The<br />
