6-75. The JICO cell supports continuo<strong>us</strong> <strong>operations</strong>. Each service normally<br />

contributes personnel or expertise to the JICO cell to plan <strong>and</strong> execute joint<br />

<strong>operations</strong>. The AAMDC normally would provide the ARFOR or JFLCC expertise<br />

to the JICO cell to ensure integration of ARFOR <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong><br />

<strong>operations</strong> with joint or multinational <strong>operations</strong>.<br />

TACTICAL PLANNING<br />

6-76. A successful execution of <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong> <strong>operations</strong> will result<br />

from an well-organized <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong> plan. The process is continuo<strong>us</strong>.<br />

A detailed look at <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong> planning <strong>and</strong> the integrated<br />

staff planning process is contained in appendix B.<br />

METT-TC<br />

6-77. METT-TC is the driving forces behind all ADA planning. The type of<br />

theater <strong>and</strong> operation provide the framework for METT-TC analysis. The<br />

type of theater can affect our ability to collect intelligence <strong>and</strong> targeting information<br />

on the enemy. It also affects the deployment of friendly forces <strong>and</strong><br />

the development timeline.<br />

6-78. The sophistication, lethality, <strong>and</strong> numerical strength of the enemy in<br />

the mature theater are generally greater in contingency theaters. Prepositioned<br />

in a mature theater is a vast array of combat, combat support, <strong>and</strong><br />

combat service support forces, linked by an extensive battle comm<strong>and</strong> system.<br />

Depending on their location <strong>and</strong> echelon, these forces possess a wide<br />

variation in mobility <strong>and</strong> hardness. The enemy in a mature theater leaves little<br />

time for reaction. The rapid tempo of <strong>operations</strong> becomes the key factor in<br />

the analysis of time.<br />

6-79. Contingency theaters may have no prepositioned forces. Contingency<br />

<strong>operations</strong> are generally of a smaller scale than <strong>operations</strong> in a mature theater.<br />

In contingency theaters, time is critical to the deployment <strong>and</strong> buildup of<br />

the forces. The time required to deploy, establish, <strong>and</strong> exp<strong>and</strong> a lodgment affects<br />

the ability of the force to conduct <strong>operations</strong>.<br />

6-80. METT-TC in close, deep, <strong>and</strong> rear <strong>operations</strong> is the foundation for ADA<br />

planning at the tactical level. This analysis is a function of position on the<br />

modern battlefield. The conduct of the analysis foc<strong>us</strong>es on the type of operation<br />

to be conducted, the <strong>air</strong> threat expected, <strong>and</strong> the foc<strong>us</strong> of the <strong>air</strong> threat.<br />

6-81. Close <strong>operations</strong> involve forces that are extremely vulnerable to detection<br />

beca<strong>us</strong>e of their proximity to the enemy. The primary <strong>air</strong> threat in this<br />

area is rotary-wing <strong>air</strong>craft. ADA support of close <strong>operations</strong> foc<strong>us</strong>es on the<br />

protection of the maneuver force by destroying enemy attack helicopters,<br />

UAVs, <strong>and</strong> CAS <strong>air</strong>craft which penetrate the joint counter<strong>air</strong> force. Highly<br />

mobile <strong>and</strong> hardened systems best accomplish this mission.<br />

6-82. Deep <strong>operations</strong> allow the force comm<strong>and</strong>er to shape the battlefield for<br />

future close <strong>operations</strong>. ADA planning for deep <strong>operations</strong> will be similar to<br />

that conducted for close <strong>operations</strong>. ADA forces are integrated into maneuver<br />

forces conducting deep <strong>operations</strong> <strong>and</strong> protect deep strike fire support assets.
