LOGISTICS PREPARATION OF THE THEATER (LPT)<br />

7-32. Logistics preparation of the theater base <strong>and</strong> the COMMZ is a key tool<br />

available to the ASCC <strong>and</strong> his planners in building a flexible theater<br />

strategic operational support plan. It consists of all the actions taken by<br />

logisticians at all echelons to optimize means of logistically supporting the<br />

ASCC’s plan. Means include force structure, resources, <strong>and</strong> strategic lift.<br />

These actions foc<strong>us</strong> on identifying the resources currently available in the<br />

theater for <strong>us</strong>e by friendly forces <strong>and</strong> ensuring access to them. A detailed<br />

logistics estimate of requirements, tempered with logistics preparation of the<br />

theater, allows the comm<strong>and</strong> logistician to advise the ASCC <strong>and</strong> the CINC of<br />

the most effective method of providing support that will not overwhelm the<br />

force or fail to provide adequate <strong>and</strong> timely support.<br />

MANNING<br />

7-33. The G1 or S1 is involved with courses of action analysis <strong>and</strong> operational<br />

planning during all phases of an operation. The G1 or S1 foc<strong>us</strong>es on<br />

personnel service support functions <strong>and</strong> actions th<strong>us</strong> ensuring support during<br />

pre-deployment, deployment, <strong>and</strong> redeployment for war <strong>and</strong> stability <strong>and</strong><br />

support <strong>operations</strong>.<br />

7-34. The foc<strong>us</strong> during planning is personnel readiness <strong>and</strong> maintenance of<br />

unit strength. The G3 or S3 provides the G1 or S1 an OPORD, OPLAN, <strong>and</strong><br />

FRAGO that stipulates the task organization information necessary for<br />

identifying comm<strong>and</strong> <strong>and</strong> control relationships. This information is <strong>us</strong>ed to<br />

accomplish the following:<br />

• Provide accurate strength accountability.<br />

• Determine necessary modular personnel services support (PSS)<br />

packages required for each phase.<br />

• Plan the employment scheme for corps PSS units.<br />

• Determine location of replacement, postal, personnel, finance,<br />

legal, <strong>and</strong> chaplain units <strong>and</strong> teams.<br />

7-35. The G1 or S1 consistently seeks personnel readiness information from<br />

subordinate units, maneuver brigade S1s, aid stations, higher headquarters<br />

special staff, <strong>and</strong> personnel systems reports. The G1 or S1 analyzes all<br />

available data <strong>and</strong> information <strong>and</strong> provides the comm<strong>and</strong>er a personnel<br />

estimate reflecting the unit's current combat capabilities, projected future<br />

capabilities, <strong>and</strong> requirements in terms of personnel service support. It starts<br />

with the comparison of an organization's personnel strength against its<br />

requirements or authorizations <strong>and</strong> ends with a personnel readiness<br />

assessment <strong>and</strong> appropriate recommendations to the comm<strong>and</strong>er. It m<strong>us</strong>t<br />

consider the impacts of present personnel strength; any critical military<br />

occupational specialty <strong>and</strong> skill level shortages; projected casualties; morale<br />

of soldiers; unique circumstances impacting on personnel readiness that may<br />

not be captured in data; <strong>and</strong> impact of comm<strong>and</strong>er's transportation or<br />

communications priorities. Personnel service support cannot be provided<br />

without transportation <strong>and</strong> communications.<br />
