Chapter 7<br />

Combat Service Support<br />

This chapter provides doctrine for s<strong>us</strong>tainment of <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong><br />

<strong>operations</strong>. Combat service support (CSS) is the process of planning <strong>and</strong><br />

executing the s<strong>us</strong>tainment of forces in support of military <strong>operations</strong>. It<br />

includes the functions of supply, transportation, field services,<br />

maintenance, health service support, personnel, <strong>and</strong> facilities.<br />

COMBAT SERVICE SUPPORT FUNDAMENTALS<br />

7-1. Combat service support’s objective is to ensure that combat <strong>operations</strong><br />

succeed. In modern warfare <strong>and</strong> in stability <strong>and</strong> support <strong>operations</strong>,<br />

<strong>operations</strong> <strong>and</strong> logistics are totally interdependent. Current <strong>and</strong> future ADA<br />

systems require well-trained, motivated soldiers to operate them, <strong>and</strong> a<br />

flexible, responsive logistics system to s<strong>us</strong>tain them. Combat service support<br />

provides the comm<strong>and</strong>er the means to initiate <strong>and</strong> s<strong>us</strong>tain <strong>operations</strong> at all<br />

levels of war.<br />

STRATEGIC LOGISTICS<br />

7-2. Strategic logistics is the link between the national ind<strong>us</strong>trial base <strong>and</strong><br />

the nation's joint forces in the theater. It deals with mobilization, acquisition,<br />

force projection, strategic mobility, <strong>and</strong> the strategic concentration of logistics<br />

in the theater support base <strong>and</strong> COMMZ. The strategic logistics system<br />

includes activities under Department of the Army control <strong>and</strong> the national<br />

inventory control points (NICP), integrated material management centers<br />

(IMMC), <strong>and</strong> the depots, arsenals, data banks, plants, <strong>and</strong> factories<br />

associated with United States Army Materiel Comm<strong>and</strong> (AMC). Other<br />

organizations that provide strategic logistics include the Defense Logistics<br />

Agency (DLA), the US Transportation Comm<strong>and</strong> (USTRANSCOM), <strong>and</strong> the<br />

General Services Administration (GSA).<br />

7-3. DLA, GSA, <strong>and</strong> AMC receive <strong>and</strong> fill requisitions from force-projection<br />

forces, forward presence forces, <strong>and</strong> CONUS-based forces. However, forward<br />

presence <strong>and</strong> force-projection forces receive priority of support. All classes of<br />

supply are delivered to the theater through inter-theater lines of<br />

communications (LOC). Strategic logistics functions are performed in<br />

CONUS within the theater base, or are coordinated through the theater<br />

support comm<strong>and</strong> (TSC) or logistics support element (LSE) in the COMMZ.<br />

7-4. Logistics assistance representatives (LAR) from the US Army Aviation<br />

<strong>and</strong> Missile Comm<strong>and</strong> (AMCOM) are assigned to most ADA battalions <strong>and</strong><br />

brigades. They serve as technical advisors on maintenance <strong>and</strong> supply, <strong>and</strong><br />

provide a direct link to the AMC support base. ADA units also can expect to<br />

have direct contact with contractors on select systems to expedite<br />

maintenance, rep<strong>air</strong> part identification, <strong>and</strong> resupply.<br />
