theater <strong>missile</strong> threat is to destroy or disrupt <strong>operations</strong> prior to<br />
launch. The next most desired option is to intercept <strong>and</strong> destroy the<br />
threat in flight. TAMD m<strong>us</strong>t also apply measures to reduce<br />
vulnerability <strong>and</strong> minimize damage in the event attack <strong>operations</strong><br />
<strong>and</strong> active <strong>defense</strong> measures are ineffective.<br />
A <strong>missile</strong>, which may be a ballistic <strong>missile</strong>, a cruise <strong>missile</strong>, or an<br />
<strong>air</strong>-to-surface <strong>missile</strong> (not including short-range, non-nuclear, direct<br />
fire <strong>missile</strong>s such as Maverick or wire-guided <strong>missile</strong>s), whose target<br />
is within a given theater of operation.<br />
Shipments that bypass intermediate level activities <strong>and</strong> go directly<br />
to the <strong>us</strong>er in the supply system, avoiding multiple h<strong>and</strong>ling.<br />
