control structure. Requires coordination <strong>and</strong> liaison to ensure<br />

rapid assimilation into parent units. Depending upon the urgency<br />

of the situation, integration may occur during staging <strong>and</strong> onward<br />

movement, as the receiving comm<strong>and</strong> may need to rapidly<br />

establish comm<strong>and</strong> <strong>and</strong> control.<br />

4-103. Six imperatives m<strong>us</strong>t be achieved in order for units to successfully<br />

conduct RSOI <strong>operations</strong>. The six RSOI Imperatives are as follows:<br />

• Protect the force. Includes active <strong>and</strong> passive <strong>air</strong> <strong>and</strong> <strong>missile</strong><br />

<strong>defense</strong> measures throughout the RSOI process.<br />

• Assist forward presence or host nation forces. This may<br />

include a relief in place of forward-deployed forces, delivering<br />

supplies <strong>and</strong> securing routes, lodgments, borders, or zones of<br />

separation.<br />

• Reconfigure. The unit m<strong>us</strong>t be tailored to meet the impending<br />

mission. This includes task organizing <strong>and</strong> prioritizing CSS<br />

assets, <strong>and</strong> ensuring that the combat force will arrive in the<br />

desired sequence.<br />

• Build combat capability. This imperative requires interfacing<br />

with the theater LOG architecture <strong>and</strong> conducting large unit<br />

supply <strong>operations</strong>. CSS units m<strong>us</strong>t constitute rapidly in order to<br />

support the force <strong>and</strong> overall buildup of <strong>air</strong> <strong>and</strong> <strong>missile</strong> <strong>defense</strong><br />

forces.<br />

• Train. Training of soldiers to theater specific ROE, stat<strong>us</strong> of<br />

forces agreement (SOFA) provisions <strong>and</strong> stipulations, local<br />

c<strong>us</strong>toms <strong>and</strong> language skills, conduct of noncombatant evacuation<br />

<strong>operations</strong>, individual <strong>and</strong> collective conventional combat tasks<br />

<strong>and</strong> specific weapon system requirements. Training m<strong>us</strong>t be<br />

accomplished as appropriate.<br />

• Acclimate. This begins with mobilization <strong>and</strong> consists of<br />

immunizations <strong>and</strong> issuing of specialized equipment based on the<br />

geographical area. It includes attaining interoperability with<br />

forward presence <strong>and</strong> host nation forces <strong>and</strong> weapon systems. It<br />

requires a comm<strong>and</strong> information program to keep soldiers<br />

informed about cultural, linguistic, geographical, <strong>and</strong> climatic<br />

conditions.<br />

4-104. RSOI requires home-station training to be successful <strong>and</strong> is imperative<br />

to effective force projection <strong>operations</strong>. RSOI is the means by which<br />

comm<strong>and</strong>ers shape <strong>and</strong> expedite force closure in the theater of <strong>operations</strong>.<br />

Effective, well-conceived RSOI <strong>operations</strong> greatly speed force closure;<br />

conversely, an ineffective RSOI delays force closure <strong>and</strong> compromises the<br />

CINC’s ability to implement the concept of <strong>operations</strong>.<br />

STAGE FIVE -- DECISIVE OPERATIONS<br />

4-105. At some point in time, the joint force comm<strong>and</strong>er will decide to move<br />

against the enemy. The ground comm<strong>and</strong>er might reposition forces to<br />

facilitate the imminent start of combat. ADA units will be required to cover<br />

the force from the enemy while it moves. ADA units may be involved in<br />

deception <strong>operations</strong> related to repositioning the force.
