Chapter 8<br />

Stability <strong>and</strong> Support Operations<br />

This chapter describes stability <strong>and</strong> support <strong>operations</strong>. It also addresses<br />

the contributions to stability <strong>and</strong> support <strong>operations</strong> by ADA units.<br />

ENVIRONMENT<br />

8-1. The Army develops the leadership, organizations, equipment, discipline,<br />

<strong>and</strong> skills <strong>us</strong>eful for a variety of stability <strong>and</strong> support <strong>operations</strong> in preparing<br />

to fight our nation's wars. Doctrine for war complements that for stability<br />

<strong>and</strong> support <strong>operations</strong>. Some of the same principles apply to both<br />

environments, though modified to accommodate different situations. Properly<br />

applied to the situation at h<strong>and</strong>, these principles balance the Army's response<br />

to challenges <strong>and</strong> confrontations in war <strong>and</strong> stability <strong>and</strong> support <strong>operations</strong>.<br />

8-2. Assessments of which stability <strong>and</strong> support <strong>operations</strong> ADA units<br />

support <strong>and</strong> the extent of participation are presented in the following<br />

paragraphs. However, there are no absolutes <strong>and</strong> ADA units may be called to<br />

participate in other <strong>operations</strong> not addressed. ADA units m<strong>us</strong>t be capable of<br />

participating in stability <strong>and</strong> support <strong>operations</strong> as required.<br />

8-3. The armed forces of the United States are performing stability <strong>and</strong><br />

support <strong>operations</strong> on a global scale. ADA units, as contributors of purely<br />

defensive capabilities, have become the units of choice for several types of<br />

stability <strong>and</strong> support <strong>operations</strong> missions in support of national interests. As<br />

regional conflicts <strong>and</strong> instability increase around the world, the armed forces<br />

<strong>and</strong> specifically Army ADA m<strong>us</strong>t remain prepared to perform the entire<br />

spectrum of global missions when <strong>and</strong> where required.<br />

8-4. Activities during stability <strong>and</strong> support <strong>operations</strong> occur unilaterally or in<br />

conjunction with other military <strong>operations</strong>. These actions take place at<br />

different times or simultaneo<strong>us</strong>ly in different places. ADA units perform the<br />

planning <strong>and</strong> support function for conducting all types of stability <strong>and</strong><br />

support <strong>operations</strong> in coordination with the force comm<strong>and</strong>er. The civil<br />

aff<strong>air</strong>s officer, if authorized, is trained in the special actions to support local<br />

United States <strong>and</strong> foreign governments.<br />

8-5. Each specific activity has different requirements. Some basic planning<br />

questions that apply to each operation are as follows:<br />

• Are there any special requirements for the personnel participating in<br />

the <strong>operations</strong>?<br />

• What special supplies are required? Will special requisitioning<br />

procedures be <strong>us</strong>ed?<br />

• Have waivers to current Army regulations to allow requisition of<br />

special supplies <strong>and</strong> excessive quantities of supplies outside the<br />

normal requisitioning procedures been approved?<br />
