Comm<strong>and</strong>er in Chief<br />

3-20. The comm<strong>and</strong>er in chief (CINC) of a geographic combatant comm<strong>and</strong>,<br />

as the JFC, establishes theater guidance <strong>and</strong> objectives for JTAMD. He has<br />

combatant comm<strong>and</strong> (COCOM) of all assigned forces. The CINC <strong>us</strong>es joint<br />

staff elements <strong>and</strong> component comm<strong>and</strong>ers <strong>and</strong> their staffs to plan, monitor,<br />

give advice, coordinate, <strong>and</strong> execute joint <strong>operations</strong>. The CINC delegates<br />

comm<strong>and</strong> authority to assigned or attached subordinate comm<strong>and</strong>ers.<br />

Joint Force Comm<strong>and</strong>er<br />

3-21. The JFC has operational control of assigned forces. The JFC has the<br />

authority to delegate operational control, assign tasks, <strong>and</strong> direct<br />

coordination among subordinate component comm<strong>and</strong>ers. The JFC also<br />

redirects <strong>and</strong> reorganizes forces to ensure unity of effort in the<br />

accomplishment of the mission.<br />

3-22. The JFC establishes guidance <strong>and</strong> objectives for JTAMD. He <strong>us</strong>es<br />

component comm<strong>and</strong>ers, component staff, <strong>and</strong> joint staff elements to plan,<br />

monitor, give advice, coordinate, <strong>and</strong> execute the overall JTAMD operation.<br />

The JFC m<strong>us</strong>t define <strong>and</strong> implement a methodology for joint planning,<br />

prioritization of missions <strong>and</strong> targets, friendly asset protection, <strong>and</strong><br />

apportionment <strong>and</strong> allocation of resources. The JFC's concept of <strong>operations</strong><br />

specifies the objectives <strong>and</strong> provides guidance for the employment of<br />

targeting, attack, <strong>and</strong> <strong>defense</strong> forces to conduct JTAMD. Component<br />

comm<strong>and</strong>ers conduct JTAMD <strong>operations</strong> under the guidance <strong>and</strong> in support<br />

of the objectives of the JFC.<br />

JFC Staff<br />

3-23. The JFC <strong>us</strong>es the joint staff to plan, to monitor, to give advice, <strong>and</strong> to<br />

coordinate overall <strong>operations</strong>. The joint staff develops <strong>and</strong> issues the JFCapproved<br />

concept of <strong>operations</strong>, which includes the following:<br />

• Specific joint force offensive or defensive objectives, or both.<br />

• Specific joint force guidance <strong>and</strong> objectives for JTAMD <strong>operations</strong>, to<br />

include prioritization of critical theater assets that m<strong>us</strong>t be protected<br />

with limited JTAMD resources.<br />

• Requirements to develop, coordinate, <strong>and</strong> deconflict components'<br />

plans to meet JTAMD objectives.<br />

• Guidance for planning <strong>and</strong> employing sensor <strong>and</strong> attack resources for<br />

JTMD <strong>operations</strong>.<br />

• Identification of assets retained at the joint force level <strong>and</strong> available<br />

by request for JTMD <strong>operations</strong>, such as sensor <strong>and</strong> attack assets <strong>and</strong><br />

special <strong>operations</strong> forces.<br />

• Identification of areas of responsibility.<br />

Component Comm<strong>and</strong>ers<br />

3-24. Component comm<strong>and</strong>ers plan <strong>and</strong> execute all JTAMD <strong>operations</strong> within<br />

their assigned AOs as directed by the JFC. Component comm<strong>and</strong>ers are
