This typically takes the form of formal courses, orientation tours, <strong>and</strong> on-thejob<br />

training.<br />

8-23. The Air Defense Artillery School plays a major role in training allied<br />

soldiers on the <strong>us</strong>e of ADA systems. Allied soldiers learn how to <strong>us</strong>e, employ,<br />

<strong>and</strong> maintain the equipment. ADA units may be tasked to provide on-the-job<br />

training.<br />

FOREIGN MILITARY SALES PROGRAM<br />

8-24. The FMS program allows designated governments to purchase military<br />

equipment, services, <strong>and</strong> training. The sale of <strong>defense</strong> items may require<br />

training on the operation <strong>and</strong> maintenance of military equipment. Mobile<br />

training teams, resident instruction in US Army schools, <strong>and</strong> similar<br />

methods are <strong>us</strong>ed to conduct this training. The ADA School participates in<br />

the program; however, ADA units do not participate.<br />

NATION ASSISTANCE<br />

8-25. Nation assistance supports host nation’s efforts to promote<br />

development, ideally through the <strong>us</strong>e of host nation resources. The<br />

interagency orchestration of all the elements of national power is essential for<br />

success. It m<strong>us</strong>t be supportive of both the ambassador's country plan <strong>and</strong> the<br />

CINC's regional plans. The goals of nation assistance are as follows:<br />

• Promote long-term stability.<br />

• Develop sound <strong>and</strong> responsive democratic institutions.<br />

• Develop supportive infrastructure.<br />

• Promote strong free-market economies.<br />

• Provide an environment that allows for orderly political change <strong>and</strong><br />

economic progress.<br />

8-26. These can only be accomplished through education <strong>and</strong> the transfer of<br />

essential skills to the host nation, which will enable it to meet its own needs<br />

independent of external support. Nation assistance missions may occur in<br />

any environment.<br />

8-27. Air <strong>defense</strong> artillery units <strong>us</strong>ually do not participate in nation<br />

assistance <strong>operations</strong>. However, due to the general nature of tasks <strong>and</strong> the<br />

versatility of ADA units, participation on a limited basis in non-ADA areas is<br />

a possibility.<br />

SUPPORT TO COUNTER DRUG OPERATIONS<br />

8-28. Military efforts support <strong>and</strong> complement, rather than replace, the<br />

counterdrug efforts of other US agencies, the states, <strong>and</strong> cooperating foreign<br />

governments. Army support can occur in any or all phases of a combined <strong>and</strong><br />

synchronized effort to attack the flow of illegal drugs at the source, in transit,<br />

<strong>and</strong> during distribution. Army participation in counterdrug <strong>operations</strong> will<br />

normally be in support of law enforcement agencies.<br />

8-29. Support to host nations includes assistance to their forces to destroy<br />

drug production facilities; collaboration with host nation armed forces to<br />

prevent export of illegal drugs; <strong>and</strong> nation assistance to help develop<br />
