12.3.10.2 An additional twenty-five (25) percent <strong>of</strong> the <strong>of</strong>f-street parking<br />
requirements for the existing use shall be required; provided,<br />
however, that such provision does not exceed one hundred<br />
(100) percent <strong>of</strong> the requirements <strong>of</strong> Section 12.<br />
12.3.11 In all residential districts including PRD and MHP districts, the outside<br />
parking <strong>of</strong> any commercial vehicle in excess <strong>of</strong> one ton carrying capacity is<br />
prohibited with the exception <strong>of</strong> farm vehicles which are permitted in all<br />
districts in conjunction with commercial or non-commercial farming and<br />
agricultural use, provided the vehicles are parked on said premises.<br />
12.3.12 Floor area defined. For the purpose <strong>of</strong> the <strong>of</strong>f-street parking requirements,<br />
“floor area” in the case <strong>of</strong> <strong>of</strong>fice uses, service uses, retail trade uses, and<br />
cultural, entertainment and recreational uses, shall mean the gross floor<br />
area used, designed or intended to be used for service to the public as<br />
customers, patrons, clients, patients, or members, including those areas<br />
occupied by fixtures and equipment used for the display and/or sale <strong>of</strong><br />
merchandise. “Floor area” shall not include areas used principally for nonpublic<br />
purposes such as storage and incidental repair, for rest rooms, for<br />
utilities, or for required stairways or elevators.<br />
12.3.13 In any zone, as per C.G.S. 8-2c, the Planning & <strong>Zoning</strong> Commission may<br />
reduce the number <strong>of</strong> <strong>of</strong>f-street parking spaces which must be installed by<br />
the developer subject to the following conditions:<br />
12.3.13.1 The total reduction <strong>of</strong> spaces shall not exceed twenty (20) percent<br />
<strong>of</strong> the required number <strong>of</strong> spaces.<br />
12.3.13.2 The developer shall pay a fee <strong>of</strong> $500 for each space eliminated.<br />
This fee to be used in accordance with the guidelines established<br />
in C.G.S. 8-2c.<br />
12.3.13.3 In granting an exemption from the required <strong>of</strong>f-street parking<br />
requirements the Commission, by two-thirds vote, must find that<br />
the reduced number <strong>of</strong> spaces will not result in an increase <strong>of</strong> onstreet<br />
parking.<br />
12.3.14 The replacement, installation or addition <strong>of</strong> <strong>of</strong>f-street parking or parking<br />
aisles areas, in the cumulative aggregate amount <strong>of</strong> fifteen hundred (1500)<br />
or more square feet on any lot from January 15, 1988, being the date <strong>of</strong><br />
initial adoption <strong>of</strong> this regulation, shall require site plan approval from the<br />
Planning & <strong>Zoning</strong> Commission.<br />
