he was actually translated from Rochester to Canterbury
by the King alone, Pope Paschal uttered a protest
:
" We wonder much," he wrote, " that in your
kingdom and under your government, Blessed Peter,
and in Blessed Peter, the Lord, should have suffered
a loss of honour and dignity. How can any detri-
ment of your own honour, wealth, and power be
entailed on you by a due regard of what is due to
Blessed Peter in your kingdom" Nevertheless,
the Pope rectified the King's act by confirming
Ralph's translation, in the hope that, for the future,
Henry would uphold the rights of the Apostolic See.1
Henry had been beaten in the matter of Homage
and Investiture. He held the more to the Norman
consuetudines. His father had shown what a strong
king made them : his brother what they became with
a wicked one : now he himself was givin the
measure of the clever king. In virtue of consuetude
he had called a meeting at Windsor to elect an archbishop
of Canterbury, and not satisfied with this,
had exercised the power of translation, which was
a right reserved exclusively to the Holy See. He
now tried to overrule the affairs of York. In 1114,
Turstin, a royal chaplain, was elected to the Metropolitan
See of the North, but he revived the old
dispute, and claimed exemption from Canterbury,
refusing the oath of obedience. The king again took
the Pope's work upon himself, and declared that
Turstin must waive his claim or resign. This
