ALLOCATING PUBLIC REVENUES HIGHER EDUCATION<br />

CHILDREN’S CENTER AT THE<br />

UNIVERSITY OF COLORADO IN<br />

BOULDER (COLORADO)<br />

DESCRIPTION<br />

The <strong>Child</strong>ren’s Center at <strong>the</strong> University of Colorado <strong>in</strong><br />

Boulder is operated by <strong>the</strong> University’s Hous<strong>in</strong>g<br />

Department and is located <strong>in</strong> <strong>the</strong> Family Hous<strong>in</strong>g<br />

Complex. Both direct and <strong>in</strong>–k<strong>in</strong>d subsidy for <strong>the</strong> center<br />

is provided by <strong>the</strong> Hous<strong>in</strong>g Department.<br />

WHEN ESTABLISHED<br />

The program began <strong>in</strong> 1975.<br />

ANNUAL AMOUNT<br />

In 1998, <strong>the</strong> Hous<strong>in</strong>g Department provided <strong>the</strong> <strong>Child</strong>ren’s<br />

Center with a direct subsidy of approximately $100,000.<br />

Additional <strong>in</strong>–k<strong>in</strong>d subsidy also was provided.<br />

SERVICES FUNDED<br />

Hous<strong>in</strong>g Department funds support <strong>the</strong> ongo<strong>in</strong>g<br />

operations of <strong>the</strong> center as well as one–time capital and<br />

equipment costs. <strong>Child</strong>ren’s Center staff are employees<br />

of <strong>the</strong> University Hous<strong>in</strong>g Department.<br />

OTHER SITES WITH SIMILAR STRATEGIES<br />

A number of o<strong>the</strong>r campuses follow this model—although<br />

with some variation—<strong>in</strong>clud<strong>in</strong>g Colorado State University<br />

at Denver and <strong>the</strong> University of Michigan. Erie County<br />

Community College <strong>in</strong> Buffalo, New York, uses <strong>the</strong><br />

college’s Auxiliary Services Corporation to manage <strong>the</strong><br />

child care centers. This allows <strong>the</strong> college to apply<br />

revenues from food sales and o<strong>the</strong>r student activities to<br />

help offset <strong>the</strong> cost of campus–based child care. For<br />

HOW FUNDS DISTRIBUTED<br />

The basic operat<strong>in</strong>g subsidy is transferred by <strong>the</strong> Hous<strong>in</strong>g<br />

Department to <strong>the</strong> <strong>Child</strong>ren’s Center budget monthly.<br />

Additional services such as food, ma<strong>in</strong>tenance and<br />

supplies are charged back to <strong>the</strong> Hous<strong>in</strong>g Department.<br />

Services such as janitorial and occupancy costs are free<br />

of charge.<br />

POPULATION SERVED<br />

The <strong>Child</strong>ren’s Center gives priority, and charges <strong>the</strong><br />

lowest rate, to children of families who live <strong>in</strong> student<br />

hous<strong>in</strong>g. The families of off-campus students receive<br />

second priority, and pay a higher, but still subsidized, rate.<br />

Staff and faculty are third priority and pay <strong>the</strong> full price.<br />

The center is located at two sites, has four programs and<br />

serves approximately 210 children, 12 months to 5 years<br />

of age. Approximately 75 percent of <strong>the</strong> children <strong>in</strong> <strong>the</strong><br />

center are from student families, and 50 percent live <strong>in</strong><br />

student hous<strong>in</strong>g.<br />

STRATEGIC CONSIDERATIONS<br />

• The strategy allows <strong>the</strong> college to apply revenues from<br />

hous<strong>in</strong>g to help offset <strong>the</strong> cost of campus–based child<br />

care <strong>in</strong> a planned, <strong>in</strong>tentional manner. It also provides<br />

<strong>the</strong> <strong>Child</strong>ren’s Center with some f<strong>in</strong>ancial stability. The<br />

center is viewed as an <strong>in</strong>tegral part of <strong>the</strong> Hous<strong>in</strong>g<br />

Department.<br />

• Because staff at <strong>the</strong> child care center are employees<br />

of <strong>the</strong> university, <strong>the</strong>y receive full employee benefits<br />

comparable to o<strong>the</strong>r university employees.<br />
