“INVEST IN CHILDREN” LICENSE<br />

PLATE (MASSACHUSETTS)<br />

DESCRIPTION<br />

An “Invest <strong>in</strong> <strong>Child</strong>ren” specialty license plate was<br />

developed and is sold to fund a <strong>Child</strong> <strong>Care</strong> Quality Fund.<br />

WHEN ESTABLISHED<br />

The bill was enacted <strong>in</strong> 1996, and <strong>the</strong> specialty license<br />

plates became available <strong>in</strong> 1998.<br />

ANNUAL AMOUNT<br />

As of August 1999, a total of 6,045 license plates had<br />

been sold, generat<strong>in</strong>g $170,000 for <strong>the</strong> <strong>Child</strong> <strong>Care</strong><br />

Quality Fund. A “Special Plate Fee” of $40 is charged<br />

once every two years, with $28 of <strong>the</strong> $40 renewal<br />

deposited <strong>in</strong> <strong>the</strong> fund. The first grant awards were<br />

announced <strong>in</strong> July 1999 and were made to n<strong>in</strong>e<br />

nonprofit providers for a total of more than $84,000.<br />

SERVICES FUNDED<br />

Quality improvements <strong>in</strong> two basic areas are funded:<br />

teacher tra<strong>in</strong><strong>in</strong>g opportunities and <strong>the</strong> purchase of<br />

equipment and materials (books, computers, etc.).<br />

HOW FUNDS DISTRIBUTED<br />

The state Office of <strong>Child</strong> <strong>Care</strong> Services (OCCS)<br />

adm<strong>in</strong>isters <strong>the</strong> fund, which offers competitive grants to<br />

nonprofit child care organizations.<br />

POPULATION SERVED<br />

Any nonprofit child care program <strong>in</strong> Massachusetts, and<br />

<strong>the</strong> children and families it serves, is a potential<br />

beneficiary.<br />

STRATEGIC CONSIDERATIONS<br />

• The <strong>United</strong> Way of Massachusetts Bay decided to<br />

focus <strong>the</strong> efforts of Boston’s Success By 6 volunteers<br />

on <strong>in</strong>fluenc<strong>in</strong>g public policy and felt that <strong>the</strong> license<br />

plate legislation was a tangible product that would<br />

engage its volunteers. Fur<strong>the</strong>r, when <strong>United</strong> Way<br />

calculated <strong>the</strong> level of projected revenue, it decided <strong>the</strong><br />

best use of funds would be <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> quality of<br />

early care and education programs.<br />

• Buy<strong>in</strong>g a specialty plate is a voluntary act. A license<br />

plate offers <strong>the</strong> buyer both a tangible item and a<br />

symbol of support for children.<br />

• One <strong>the</strong>ory about how to make good child care<br />

affordable to families holds that if various cost centers<br />

<strong>in</strong> <strong>the</strong> production of child care services (e.g., food, staff<br />

development and facility construction) could be<br />

supported through separate revenue sources<br />

<strong>in</strong>dependent of parent fees, <strong>the</strong> price of child care for<br />
