A number of states have opted to transfer welfare funds, also known as Temporary<br />
Assistance for Needy Families (TANF), to <strong>the</strong>ir subsidized child care programs. The most<br />
prom<strong>in</strong>ent example of this approach is covered <strong>in</strong> <strong>the</strong> profile on <strong>the</strong> Rhode Island <strong>Child</strong> <strong>Care</strong><br />
Entitlement, which successfully consolidates federal child care and welfare fund<strong>in</strong>g. Rhode<br />
Island’s approach highlights a new concept for subsidized child care: dist<strong>in</strong>ctions are no<br />
longer made among families based on current or past welfare status. Instead, <strong>the</strong> state<br />
program draws upon multiple fund<strong>in</strong>g streams, recognizes that <strong>the</strong> need for child care is<br />
driven by parental work or tra<strong>in</strong><strong>in</strong>g, and that work<strong>in</strong>g families with <strong>in</strong>comes of up to about<br />
$30,000 annually need assistance pay<strong>in</strong>g for child care.<br />
Some states have tapped TANF resources to focus on<br />
improv<strong>in</strong>g child care quality or <strong>in</strong>creas<strong>in</strong>g child care<br />
capacity. Iowa has applied TANF funds to streng<strong>the</strong>n<br />
local child care capacity as part of an overall,<br />
comprehensive approach to support<strong>in</strong>g child<br />
development. Florida, too, has used TANF to <strong>in</strong>crease<br />
supply. Wash<strong>in</strong>gton has sought to take advantage of<br />
TANF’s flexibility by provid<strong>in</strong>g new <strong>in</strong>centives that<br />
simultaneously boost <strong>the</strong> number of centers accept<strong>in</strong>g<br />
subsidized child care payments while creat<strong>in</strong>g wage<br />
ladders and improved pay for staff at <strong>the</strong>se centers.<br />
Connecticut takes advantage of TANF’s flexibility to help<br />
support its comprehensive approach to school read<strong>in</strong>ess.<br />
TANF is an important, but certa<strong>in</strong>ly not <strong>the</strong> only, source of<br />
social or human service revenue that can be applied to<br />
child care. State general funds are often allocated<br />
through state agencies with an immediate and direct<br />
relationship to child care. Prom<strong>in</strong>ent among <strong>the</strong> general<br />
revenue support<strong>in</strong>g quality improvement <strong>in</strong> child care is<br />
Wiscons<strong>in</strong>’s <strong>Child</strong> <strong>Care</strong> Quality Improvement Initiatives<br />
and Vermont’s Quality Incentive Bonus. Each is<br />
adm<strong>in</strong>istered through <strong>the</strong> state agency charged with<br />
oversight of <strong>the</strong> child care program. M<strong>in</strong>nesota is lead<strong>in</strong>g<br />
<strong>the</strong> country through its decision to reserve state fund<strong>in</strong>g<br />
to provide a f<strong>in</strong>ancial <strong>in</strong>centive to low– and middle–<strong>in</strong>come<br />
parents to stay at home with <strong>the</strong>ir <strong>in</strong>fants. North Carol<strong>in</strong>a,<br />
already an <strong>in</strong>novator with its T.E.A.C.H. Early <strong>Child</strong>hood ®<br />
Program, has tapped general fund resources to address<br />
<strong>the</strong> health <strong>in</strong>surance and compensation problems that<br />
plague <strong>the</strong> child care field.<br />
