augment child care employee wages <strong>in</strong> <strong>the</strong> City of<br />

Seattle, and is considered likely to allocate $300,000 for<br />

this purpose.<br />

WORKING PARENTS ASSISTANCE<br />

PROGRAM AND TRUST FUND<br />

(MONTGOMERY COUNTY,<br />

MARYLAND)<br />

DESCRIPTION<br />

Montgomery County, Maryland, has established a<br />

subsidized child care program, <strong>the</strong> Work<strong>in</strong>g Parents<br />

Assistance Program, and a public–private fund, <strong>the</strong><br />

Work<strong>in</strong>g Parents Trust Fund. The trust fund is a<br />

volunteer–run fund that raises money from <strong>in</strong>dividuals,<br />

foundations and bus<strong>in</strong>esses to extend <strong>the</strong> number of<br />

families served by <strong>the</strong> Work<strong>in</strong>g Parents Assistance<br />

Program. One–hundred percent of <strong>the</strong> funds are <strong>in</strong>vested<br />

<strong>in</strong> child care.<br />

WHEN ESTABLISHED<br />

The Work<strong>in</strong>g Parents Assistance Program was<br />

established <strong>in</strong> 1986 and <strong>the</strong> trust fund was established<br />

<strong>in</strong> 1995 <strong>in</strong> response to a wait<strong>in</strong>g list of 2,600 children.<br />

ANNUAL AMOUNT<br />

The Work<strong>in</strong>g Parents Assistance Program budget for<br />

FY 2000 was $3.5 million and was derived from <strong>the</strong><br />

Montgomery County general fund.<br />

The trust fund has provided a total of nearly $200,000<br />

<strong>in</strong> private contributions from <strong>in</strong>dividuals, foundations<br />

and bus<strong>in</strong>esses to aid <strong>the</strong> Work<strong>in</strong>g Parents Assistance<br />

Program s<strong>in</strong>ce it was established <strong>in</strong> 1995. Dur<strong>in</strong>g 1999<br />

<strong>the</strong> trust fund raised $43,000. S<strong>in</strong>ce <strong>the</strong> trust fund<br />

was established, contributions have ranged from small,<br />

<strong>in</strong>dividual gifts ($10 and under) up to $20,000.<br />

SERVICES FUNDED<br />

Through <strong>the</strong> Work<strong>in</strong>g Parents Assistance Program,<br />

eligible parents are provided with child care subsidies so<br />

parents can ma<strong>in</strong>ta<strong>in</strong> employment or attend school or<br />

tra<strong>in</strong><strong>in</strong>g. Participat<strong>in</strong>g families must select licensed or<br />

registered child care <strong>in</strong> Montgomery County. The program<br />

provides <strong>in</strong>dividual counsel<strong>in</strong>g to participat<strong>in</strong>g families,<br />

assists s<strong>in</strong>gle parent families to secure child support from<br />

absent parents and annually reassesses its f<strong>in</strong>ancial<br />

assistance levels based on <strong>the</strong> costs of liv<strong>in</strong>g and child<br />

care <strong>in</strong> Montgomery County.<br />

HOW FUNDS DISTRIBUTED<br />

The Work<strong>in</strong>g Parents Assistance Program requires<br />

parents to make an application. The Montgomery County<br />

child care subsidy program has established a s<strong>in</strong>gle<br />

phone number that families can call to f<strong>in</strong>d out if <strong>the</strong>y<br />

qualify for <strong>the</strong> Work<strong>in</strong>g Parents Assistance Program or<br />

<strong>the</strong> state’s subsidized child care program, known as<br />

Purchase of <strong>Care</strong>. After <strong>the</strong> telephone screen<strong>in</strong>g, <strong>the</strong><br />

parent must meet with a Family Services Worker from<br />

<strong>the</strong> Work<strong>in</strong>g Parents Assistance Program to complete<br />

eligibility requirements. The program provides<br />
