improved teacher education, compensation and retention.<br />

Educare Colorado, <strong>in</strong> conjunction with <strong>the</strong> Colorado<br />

Association for <strong>the</strong> Education of Young <strong>Child</strong>ren,<br />

developed a database of approved tra<strong>in</strong>ers and mentors,<br />

and contracts with <strong>the</strong>se <strong>in</strong>dividuals and organizations<br />

(e.g., community colleges). Equipment and m<strong>in</strong>or facility<br />

improvement needs are assessed <strong>in</strong> conjunction with <strong>the</strong><br />

technical assistance staff.<br />

Educare Colorado also is launch<strong>in</strong>g a public education<br />

campaign addressed to parents that emphasizes <strong>the</strong><br />

importance of early learn<strong>in</strong>g and demonstrates that<br />

parents can partner with child care and early education<br />

programs to improve <strong>the</strong> lives of <strong>the</strong>ir children.<br />

A public policy component is be<strong>in</strong>g planned to<br />

accompany Educare Colorado’s community–based<br />

work with parents and with child care programs. It is<br />

anticipated that public policy work, argu<strong>in</strong>g for <strong>the</strong> state’s<br />

role <strong>in</strong> a “social contract” for early childhood education,<br />

will grow over time.<br />

HOW FUNDS DISTRIBUTED<br />

Educare Colorado is complet<strong>in</strong>g what it calls “alpha”<br />

test<strong>in</strong>g of its system redesign <strong>in</strong> three Colorado counties.<br />

A total of 22 sites, consist<strong>in</strong>g of 91 classrooms serv<strong>in</strong>g<br />

1,100 children, are <strong>in</strong>volved. The funds made available<br />

by Educare Colorado are used to support tra<strong>in</strong><strong>in</strong>g as well<br />

as to improve facilities and equipment. Exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>frastructure is used whenever possible. Educare<br />

Colorado does not have predeterm<strong>in</strong>ed spend<strong>in</strong>g limits<br />

to assist with quality improvement <strong>in</strong> <strong>the</strong> participat<strong>in</strong>g<br />

communities. Educare Colorado makes all <strong>the</strong> purchas<strong>in</strong>g<br />

arrangements, <strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g, services and equipment,<br />

on behalf of <strong>the</strong> sites with which it is <strong>in</strong>volved.<br />

POPULATION SERVED<br />

Organized child care programs (home providers, nonprofit<br />

and for–profit centers) are <strong>the</strong> targets for Educare<br />

Colorado’s quality improvement efforts. Through <strong>the</strong><br />

public education, public policy and rat<strong>in</strong>g systems for<br />

child care, Educare Colorado <strong>in</strong>tends to eventually reach<br />

all families and providers <strong>in</strong> Colorado and to change <strong>the</strong><br />

purchas<strong>in</strong>g patterns of <strong>the</strong> Colorado child care market.<br />

STRATEGIC CONSIDERATIONS<br />

• Educare Colorado grew out of <strong>the</strong> work of <strong>the</strong><br />

Colorado Bus<strong>in</strong>ess Commission on <strong>Child</strong> <strong>Care</strong><br />

<strong>F<strong>in</strong>anc<strong>in</strong>g</strong>, a governor’s <strong>in</strong>itiative designed to br<strong>in</strong>g<br />

bus<strong>in</strong>ess leaders toge<strong>the</strong>r to identify and implement<br />

ways to improve child care f<strong>in</strong>anc<strong>in</strong>g. Through <strong>the</strong><br />

Bus<strong>in</strong>ess Commission, Colorado implemented a<br />

voluntary tax checkoff strategy. (See <strong>the</strong> profile on<br />

page 28.) The Bus<strong>in</strong>ess Commission provided an<br />

opportunity for key bus<strong>in</strong>ess leaders <strong>in</strong> <strong>the</strong> state to<br />

develop expertise and commitment to improved<br />

f<strong>in</strong>anc<strong>in</strong>g and quality of child care.<br />

• The Bus<strong>in</strong>ess Commission’s chair sought to develop<br />

additional, market–based approaches to improve child<br />

care when <strong>the</strong> Bus<strong>in</strong>ess Commission ended its work.<br />

An <strong>in</strong>itial effort was made by bus<strong>in</strong>ess leaders to<br />

stimulate substantial philanthropic <strong>in</strong>vestment <strong>in</strong> child<br />

care <strong>in</strong> Colorado. However, <strong>the</strong> philanthropic leaders<br />

<strong>in</strong>sisted that <strong>the</strong>y would not provide fur<strong>the</strong>r support<br />

without deepen<strong>in</strong>g <strong>the</strong> engagement from <strong>the</strong> bus<strong>in</strong>ess<br />

community. A series of leadership forums was held to<br />

develop an accountable community plan to create and<br />

susta<strong>in</strong> high quality child care <strong>in</strong> Colorado. This allowed<br />

a broader group of <strong>in</strong>dividuals to commit to a jo<strong>in</strong>t set<br />

of values and expectations, which became Educare<br />

Colorado. Educare had appealed to traditional<br />

proponents of child care (e.g., providers, early childhood<br />

educators, public adm<strong>in</strong>istrators) as well as to more<br />

conservative groups that have traditionally been<br />

considered opponents of child care and early<br />

education.<br />

• Educare Colorado’s approach to improv<strong>in</strong>g <strong>the</strong><br />

effectiveness and outcome of child care services is<br />

based on chang<strong>in</strong>g <strong>the</strong> market behavior of two large<br />

purchasers of child care <strong>in</strong> Colorado: parents and local<br />

government.<br />

• Recruitment of a diverse, <strong>in</strong>terdiscipl<strong>in</strong>ary group of<br />

employees, with expertise <strong>in</strong> bus<strong>in</strong>ess, market<strong>in</strong>g and<br />

early childhood education, led to <strong>the</strong> <strong>in</strong>itial acceptance<br />

and success of Educare.<br />

• The <strong>in</strong>dividuals <strong>in</strong>volved with Educare Colorado have<br />

been able to create a w<strong>in</strong>–w<strong>in</strong> situation, provid<strong>in</strong>g a<br />

diverse array of stakeholders <strong>in</strong> child care with a<br />

forum to be heard, to identify common ground and<br />

develop an action plan. Included <strong>in</strong> <strong>the</strong> strategic<br />

alliances <strong>in</strong> support of Educare Colorado are <strong>the</strong><br />

Denver Mile High <strong>United</strong> Way; The Integer Group, an<br />

<strong>in</strong>tegrated market<strong>in</strong>g firm; <strong>the</strong> Clayton Foundation;<br />

The Colorado Forum, a bus<strong>in</strong>ess advocacy organization;<br />

<strong>the</strong> Colorado Association for <strong>the</strong> Education of Young<br />

<strong>Child</strong>ren, and <strong>the</strong> Colorado Office of Resource and<br />

Referral Agencies.<br />

• Educare Colorado has <strong>in</strong>vested time <strong>in</strong> creat<strong>in</strong>g a<br />

unified vision and a clear set of expectations about<br />

quality and a system by which to measure it. Educare<br />

Colorado is concerned about <strong>the</strong> difficulty of creat<strong>in</strong>g a<br />

workable def<strong>in</strong>ition for quality, and it has <strong>in</strong>vested time<br />

and effort <strong>in</strong> develop<strong>in</strong>g <strong>the</strong> star system. The market<br />

research on parental views of child care conducted by<br />

Educare confirm that parents are often ambivalent<br />

about child care. In response to this, Educare seeks to<br />

affirm <strong>the</strong> decisions that parents are mak<strong>in</strong>g ra<strong>the</strong>r<br />

than underscor<strong>in</strong>g ambivalence about child care. The<br />

rat<strong>in</strong>g system provides parents with <strong>in</strong>formation about<br />

child care, and does it <strong>in</strong> a straightforward manner (e.g.,<br />

by count<strong>in</strong>g <strong>the</strong> number of stars).<br />
