HOW FUNDS DISTRIBUTED<br />

The program is jo<strong>in</strong>tly adm<strong>in</strong>istered by <strong>the</strong> Florida<br />

<strong>Child</strong>ren’s Forum (<strong>the</strong> statewide resource and referral<br />

program), local child care resource and referral agencies<br />

and <strong>the</strong> Bank of America. The Florida <strong>Child</strong>ren's Forum<br />

adm<strong>in</strong>isters <strong>the</strong> grant funds, based on <strong>in</strong>put from local<br />

child care and resource and referral agencies.<br />

Under <strong>the</strong> loan program (which operated from 1997 to<br />

1999) local resource and referral staff assisted child care<br />

providers <strong>in</strong> complet<strong>in</strong>g <strong>the</strong> application forms and<br />

complet<strong>in</strong>g a detailed, on–site assessment. Additionally,<br />

resource and referral staff coord<strong>in</strong>ated any necessary<br />

tra<strong>in</strong><strong>in</strong>g and technical assistance. The Forum processed<br />

<strong>the</strong> credit applications and provided statewide technical<br />

assistance and oversight. Bank of America cut <strong>the</strong><br />

checks, received and processed payments, mailed<br />

monthly <strong>in</strong>voices to <strong>the</strong> borrower and provided a monthly<br />

balance statement to <strong>the</strong> Forum detail<strong>in</strong>g each resource<br />

and referral agency’s account activity.<br />

POPULATION SERVED<br />

Priority is given to providers <strong>in</strong> low–<strong>in</strong>come areas with a<br />

high need for child care and a concentration of families<br />

receiv<strong>in</strong>g welfare. Priority also is given to providers that<br />

care for <strong>in</strong>fants and toddlers and/or offer care dur<strong>in</strong>g<br />

non–traditional hours. Participat<strong>in</strong>g providers must agree<br />

to: allow an on–site visit by resource and referral staff to<br />

determ<strong>in</strong>e need, complete relevant tra<strong>in</strong><strong>in</strong>g courses (i.e.<br />

child care skills, bus<strong>in</strong>ess management) and accept<br />

children who receive public subsidies when vacancies<br />

occur.<br />

STRATEGIC CONSIDERATIONS<br />

• For a variety of reasons, <strong>the</strong> loan program proved to be<br />

difficult to adm<strong>in</strong>ister. Adm<strong>in</strong>istrative funds were<br />

extremely limited, mak<strong>in</strong>g it difficult to secure <strong>the</strong><br />

skilled and dedicated staff necessary to adm<strong>in</strong>ister <strong>the</strong><br />

loans. Additionally, staff <strong>in</strong> <strong>the</strong> 26 different resource<br />

and referral agencies that were responsible for<br />

adm<strong>in</strong>ister<strong>in</strong>g <strong>the</strong> program were not comfortable with<br />

<strong>the</strong> role of banker. Many felt that manag<strong>in</strong>g arrearages<br />

and/or defaults compromised <strong>the</strong>ir role of provid<strong>in</strong>g<br />

support and technical assistance to child care<br />

providers. O<strong>the</strong>rs were burdened by <strong>the</strong> paperwork<br />

and track<strong>in</strong>g.<br />

• Because of difficulties <strong>in</strong> adm<strong>in</strong>ister<strong>in</strong>g <strong>the</strong> loan<br />

program, all funds were allocated to grants <strong>in</strong> FY2001,<br />

and <strong>the</strong> grant ceil<strong>in</strong>g was raised to $2,500. The Forum<br />

also developed clearer guidel<strong>in</strong>es for distribution of<br />

grants and required each resource and referral<br />

agency to have an advisory council to help select<br />

grant recipients.<br />

• A Bus<strong>in</strong>ess Mentor<strong>in</strong>g Project was <strong>in</strong>itiated about a<br />

year after <strong>the</strong> F<strong>in</strong>ancial Assistance Program was<br />

started. This effort was designed to br<strong>in</strong>g local<br />

bus<strong>in</strong>esses and child care providers toge<strong>the</strong>r,<br />

identify<strong>in</strong>g areas of expertise and need, and <strong>the</strong>n<br />

match<strong>in</strong>g <strong>the</strong>m appropriately. Mentors worked with<br />

child care bus<strong>in</strong>esses on issues such as budgets and<br />

bus<strong>in</strong>ess plans, cost benefit analysis, market<strong>in</strong>g<br />

alternatives, capital procurement and tax assistance.<br />

• The loan and grant programs were part of a larger<br />

<strong>in</strong>itiative, called Car<strong>in</strong>g for Kids, that was designed to<br />

provide a variety of resources and supports aimed at<br />

improv<strong>in</strong>g <strong>the</strong> quality and supply of child care <strong>in</strong> <strong>the</strong><br />

State of Florida.<br />

OTHER SITES WITH SIMILAR STRATEGIES<br />

Many states have loan and grant programs for quality<br />

improvement, but Florida is <strong>the</strong> only state that established<br />

a loan rebate for providers that successfully complete<br />

quality improvements.<br />
