ALLOCATING PUBLIC REVENUES CRIME PREVENTION AND JUSTICE<br />
SUPPORT OUR STUDENTS (SOS)<br />
(NORTH CAROLINA)<br />
DESCRIPTION<br />
The mission of <strong>the</strong> Support Our Students Initiative, or<br />
SOS, is to prevent juvenile crime by rally<strong>in</strong>g communities<br />
around <strong>the</strong>ir young people, help<strong>in</strong>g to steer <strong>the</strong>m away<br />
from trouble and <strong>in</strong>to positive, constructive activities. SOS<br />
provides middle school youth <strong>in</strong> North Carol<strong>in</strong>a with<br />
after–school programs, offer<strong>in</strong>g homework help and<br />
enrichment activities.<br />
WHEN ESTABLISHED<br />
SOS was proposed by Governor James B. Hunt (D) and<br />
approved by <strong>the</strong> General Assembly <strong>in</strong> 1994. The first 52<br />
participat<strong>in</strong>g counties received <strong>in</strong>itial fund<strong>in</strong>g <strong>in</strong> 1994.<br />
ANNUAL AMOUNT<br />
In FY1999, SOS was supported by state general funds <strong>in</strong><br />
<strong>the</strong> amount of $7.25 million. S<strong>in</strong>ce <strong>the</strong> <strong>in</strong>ception of SOS,<br />
more than $5 million <strong>in</strong> additional cash and <strong>in</strong>–k<strong>in</strong>d<br />
contributions from local civic and community groups,<br />
bus<strong>in</strong>esses, schools and <strong>in</strong>dividuals has been leveraged,<br />
as well as more than 100,000 hours of volunteer time.<br />
SERVICES PROVIDED<br />
The program <strong>in</strong>cludes academic/homework help and a<br />
variety of recreational and cultural activities. SOS recruits<br />
community volunteers to provide positive adult role<br />
models. Most program activities are free, although <strong>the</strong>re<br />
may be a fee charged for some specific activities, such as<br />
field trips.<br />
HOW FUNDS DISTRIBUTED<br />
A competitive Request for Proposals (RFP) process was<br />
orig<strong>in</strong>ally used to distribute fund<strong>in</strong>g to local partnerships.<br />
Should additional fund<strong>in</strong>g become available, this process<br />
will be repeated. Grant recipients <strong>in</strong>clude YMCAs, Boys<br />
and Girls Clubs, 4–H Clubs and churches. No specific<br />
match is required, although 93 percent of SOS programs<br />
received some level of <strong>in</strong>–k<strong>in</strong>d fund<strong>in</strong>g. The amount of<br />
fund<strong>in</strong>g received by county partnerships varied from<br />
$60,000 to $250,000, with <strong>the</strong> average grant award<br />
be<strong>in</strong>g $75,000.<br />
STRATEGIC CONSIDERATIONS<br />
• Support Our Students uses specific performance<br />
<strong>in</strong>dicators as a way of measur<strong>in</strong>g success. These<br />
<strong>in</strong>clude: reduction <strong>in</strong> absences from school, decreases<br />
<strong>in</strong> out–of–school suspension, <strong>in</strong>creases <strong>in</strong> overall<br />
grade–po<strong>in</strong>t averages and reduction <strong>in</strong> juvenile crime.<br />
A formal program evaluation was completed <strong>in</strong> March,<br />
2000, which <strong>in</strong>dicated that <strong>the</strong> presence of SOS<br />
programs is related to a county’s success <strong>in</strong> improv<strong>in</strong>g<br />
its young people’s well–be<strong>in</strong>g, based on improvement<br />
<strong>in</strong> <strong>the</strong> performance <strong>in</strong>dicators listed above.<br />
• North Carol<strong>in</strong>a holds Blue Ribbon Day annually as a<br />
way to recognize <strong>the</strong> success of students, volunteers<br />
and bus<strong>in</strong>ess leaders <strong>in</strong> <strong>the</strong> SOS program. The<br />
governor presents special awards, which raises<br />
community awareness of <strong>the</strong> <strong>in</strong>itiative and <strong>the</strong><br />
importance of community participation.<br />
• The program grew rapidly, and a variety of assistance<br />
was needed by contractors. As a way to provide this<br />
help, a contract was developed with 4–H. This contract<br />
funds technical assistance and <strong>the</strong> development of a<br />
tra<strong>in</strong><strong>in</strong>g curriculum.<br />
OTHER SITES WITH SIMILAR STRATEGIES<br />
After–school programm<strong>in</strong>g <strong>in</strong>cludes different emphases<br />
and is funded <strong>in</strong> various ways. This catalog also profiles<br />
