DESCRIPTION<br />
Kennebec Valley Community Action Program (KVCAP)<br />
uses its <strong>Child</strong> and Family Services to blend fund<strong>in</strong>g from<br />
many sources to build child development facilities <strong>in</strong> rural<br />
Ma<strong>in</strong>e. Three examples are provided.<br />
In <strong>the</strong> town of Hartland, KVCAP worked with local<br />
government, a local employer, <strong>the</strong> school district, <strong>the</strong><br />
Ma<strong>in</strong>e Department of Economic and Community<br />
Development, Head Start and o<strong>the</strong>rs to build a<br />
community center addition onto <strong>the</strong> Hartland<br />
Consolidated School. The community center <strong>in</strong>cludes<br />
space for several early childhood programs, before and<br />
after–school child care, even<strong>in</strong>g family and youth<br />
activities, probation and parole counsel<strong>in</strong>g services, health<br />
and WIC services, a community computer center, parent<br />
support groups, a family enrichment center and recreation<br />
department services, <strong>in</strong>clud<strong>in</strong>g activities for children such<br />
as karate, dance and gymnastics.<br />
In <strong>the</strong> town of Madison, KVCAP worked with local banks,<br />
Head Start, <strong>the</strong> Skowhegan Regional Vocational School<br />
and <strong>the</strong> school district to build a portable classroom that<br />
was placed on school grounds. Built by students at <strong>the</strong><br />
vocational school and f<strong>in</strong>anced by a low–<strong>in</strong>terest loan<br />
from a local bank, it housed up to 36 Head Start<br />
preschool children as well as KVCAP regional offices, a<br />
family resource center and a meet<strong>in</strong>g room for staff of<br />
both <strong>the</strong> elementary school and <strong>the</strong> Head Start program.<br />
In <strong>the</strong> town of Pittsfield, KVCAP built ano<strong>the</strong>r portable<br />
classroom for <strong>the</strong> school district, f<strong>in</strong>anced with a<br />
low–<strong>in</strong>terest loan and charitable contributions from four<br />
local banks and <strong>the</strong> local credit union. The school leases<br />
<strong>the</strong> build<strong>in</strong>g from KVCAP (<strong>in</strong> a lease–to–purchase<br />
program through <strong>the</strong> Ma<strong>in</strong>e Department of Education) to<br />
use as a regular school classroom. In exchange, <strong>the</strong><br />
school has made classroom space (next door to <strong>the</strong><br />
k<strong>in</strong>dergarten class) available to <strong>the</strong> KVCAP preschool<br />
program. It is used by <strong>the</strong> town for recreational activities<br />
<strong>in</strong> <strong>the</strong> summer months.<br />
WHEN ESTABLISHED<br />
The community center <strong>in</strong> Hartland was completed <strong>in</strong><br />
December 1999. The Madison portable classroom was<br />
completed <strong>in</strong> 1997. The Pittsfield portable classroom<br />
was completed <strong>in</strong> 1999.<br />
ANNUAL AMOUNT<br />
The total cost of <strong>the</strong> Hartland community center was<br />
$1.45 million. Fund<strong>in</strong>g <strong>in</strong>cluded: a $100,000 gift from <strong>the</strong><br />
Irv<strong>in</strong>g Tann<strong>in</strong>g Company, $130,000 from a capital<br />
campaign with<strong>in</strong> <strong>the</strong> community, a $15,000 gift from<br />
three local banks, a $250,000 grant from <strong>the</strong> Ma<strong>in</strong>e<br />
Department of Economic and Community Development<br />
and a $950,000 school district referendum.<br />
The total cost of <strong>the</strong> Madison Head Start Build<strong>in</strong>g was<br />
$120,000. The Federal Home Loan Bank system<br />
provided a $100,000 loan at 1 percent below <strong>the</strong> prime<br />
rate. KVCAP provided $20,000 <strong>in</strong> program funds to<br />
complete <strong>the</strong> job.<br />
The total cost of <strong>the</strong> Pittsfield portable classroom was<br />
$50,000. A $45,000 loan, at prime rate with 5 annual<br />
payments and no fees, was written with <strong>the</strong> lowest bidder<br />
after five local f<strong>in</strong>ancial <strong>in</strong>stitutions were asked to support<br />
<strong>the</strong> project. The f<strong>in</strong>ancial <strong>in</strong>stitutions agreed to gift <strong>the</strong><br />
first year’s payment of $10,500. KVCAP provided <strong>the</strong><br />
rema<strong>in</strong><strong>in</strong>g $5,000 of fund<strong>in</strong>g.<br />
SERVICES FUNDED<br />
KVCAP’s <strong>Child</strong> and Family Services sponsors Head Start,<br />
child care, early <strong>in</strong>tervention and family support services<br />
for children from birth to 5 years old and <strong>the</strong>ir families.<br />
The community center also houses a host of additional<br />
family and community services, as described above.<br />
HOW FUNDS DISTRIBUTED<br />
In most cases, KVCAP’s hous<strong>in</strong>g program develops <strong>the</strong><br />
plans, negotiates permits, oversees <strong>the</strong> f<strong>in</strong>anc<strong>in</strong>g and<br />
generally manages <strong>the</strong> construction projects. KVCAP’s<br />
<strong>Child</strong> and Family Services program operates <strong>the</strong> child<br />
development programs, <strong>in</strong>clud<strong>in</strong>g rais<strong>in</strong>g all of <strong>the</strong><br />
necessary operat<strong>in</strong>g funds. These programs are<br />
frequently adm<strong>in</strong>istered and funded <strong>in</strong> collaboration with<br />
<strong>the</strong> local school district and publicly funded early<br />
<strong>in</strong>tervention programs.<br />
POPULATION SERVED<br />
KVCAP preschool programs serve school district children<br />
between <strong>the</strong> ages of 3 and 5. The heterogeneous<br />
classroom population is determ<strong>in</strong>ed by Head Start<br />
and <strong>the</strong> school district eligibility criteria.<br />
STRATEGIC CONSIDERATIONS<br />
• The strong partnership between KVCAP’s <strong>Child</strong> and<br />
Family Services program and KVCAP’s hous<strong>in</strong>g<br />
program has made <strong>the</strong>se capital <strong>in</strong>vestment projects<br />
possible. The KVCAP hous<strong>in</strong>g program has an<br />
understand<strong>in</strong>g of facility f<strong>in</strong>anc<strong>in</strong>g and <strong>the</strong> capacity to<br />
attract <strong>in</strong>vestors and manage <strong>the</strong> construction process.<br />
KVCAP’s <strong>Child</strong> and Family Services program sponsors<br />
a range of child development and family support<br />
programs us<strong>in</strong>g funds from a variety of sources.<br />
Additionally, <strong>the</strong>y have <strong>the</strong> knowledge and relationships<br />
necessary to build <strong>the</strong> strong, collaborative<br />
partnerships that are needed to ensure susta<strong>in</strong>ed<br />
operat<strong>in</strong>g funds.<br />
