UNEMPLOYMENT INSURANCE AND OTHER SOCIAL<br />

INVESTMENT STRATEGIES<br />

<strong>F<strong>in</strong>anc<strong>in</strong>g</strong> child care is not only about generat<strong>in</strong>g funds that can support out–of–home care. It<br />

also is about help<strong>in</strong>g families that choose to stay at home and care for <strong>the</strong>ir own children. Social<br />

<strong>in</strong>vestment strategies, such as Unemployment Insurance (UI) and Temporary Disability Insurance<br />

(TDI) are two cost–effective ways to f<strong>in</strong>ance partial wage replacement dur<strong>in</strong>g family leave. TDI is<br />

already used by many states and employers to support “pregnancy–related disability” and some<br />

states, such as New Jersey, are look<strong>in</strong>g at expand<strong>in</strong>g <strong>the</strong>se benefits to <strong>in</strong>clude coverage for more<br />

broadly def<strong>in</strong>ed family leave. (See profile on page 142.)<br />

The U.S. Department of Labor has developed rules that will allow states to use Unemployment<br />

Insurance benefits to make family leave more affordable. This is a promis<strong>in</strong>g strategy. Many states<br />

have ample reserves <strong>in</strong> <strong>the</strong>ir unemployment <strong>in</strong>surance trust funds and are <strong>the</strong>refore well–positioned<br />

for an expansion of benefits. N<strong>in</strong>e states (<strong>in</strong>clud<strong>in</strong>g Wash<strong>in</strong>gton, Vermont, Indiana, Massachusetts,<br />

M<strong>in</strong>nesota, Connecticut, New Jersey, Maryland and Ill<strong>in</strong>ois) have already proposed legislation to<br />

cover workers on family leave. Additionally, President Cl<strong>in</strong>ton proposed a $20 million allocation<br />

for competitive plann<strong>in</strong>g grants to help states and o<strong>the</strong>r entities explore ways to make family and<br />
