ALLOCATING PUBLIC REVENUES SOCIAL AND HUMAN SERVICES<br />

• The project designers <strong>in</strong>itially planned to make <strong>the</strong><br />

salary supplement available on a monthly basis.<br />

However, CCSA decided to trim adm<strong>in</strong>istrative costs by<br />

mak<strong>in</strong>g one lump–sum payment every six months.<br />

WAGE$ participants have responded well to <strong>the</strong> lump–<br />

sum payment and report that this approach is helpful <strong>in</strong><br />

sav<strong>in</strong>g money to buy a car or <strong>in</strong>vest <strong>in</strong> a house.<br />

• One advantage of <strong>the</strong> WAGE$ Project is that it does<br />

not affect <strong>the</strong> budget of <strong>the</strong> child care programs, nor<br />

does it require parents to contribute more. WAGE$<br />

was structured so it would not <strong>in</strong>terfere with<br />

marketplace competition for better salaries.<br />

• There is wide variation <strong>in</strong> <strong>the</strong> salary supplements<br />

provided <strong>in</strong> each county. Some counties have a large<br />

percentage of teachers with higher degrees, and o<strong>the</strong>r<br />

counties have very small percentages. To date, no<br />

analysis has been conducted to better understand<br />

<strong>the</strong>se patterns.<br />

• WAGE$ is l<strong>in</strong>ked with Smart Start, which is a largescale<br />

early childhood <strong>in</strong>itiative <strong>in</strong> North Carol<strong>in</strong>a,<br />

profiled on page 151. When <strong>the</strong> governor saw <strong>the</strong><br />

impact of WAGE$ on staff turnover, and realized that<br />

large number of <strong>the</strong> participants were tak<strong>in</strong>g advantage<br />

of T.E.A.C.H. to advance <strong>the</strong>ir education still fur<strong>the</strong>r, his<br />

adm<strong>in</strong>istration worked with <strong>Child</strong> <strong>Care</strong> Services<br />

Association to develop an <strong>in</strong>centive for local Smart<br />

Start coalitions to direct <strong>in</strong>vestment <strong>in</strong>to WAGE$. This<br />

has resulted <strong>in</strong> <strong>the</strong> number of counties participat<strong>in</strong>g <strong>in</strong><br />

WAGE$ grow<strong>in</strong>g from 18 to 56 <strong>in</strong> six months.<br />

K<strong>in</strong>g County, Wash<strong>in</strong>gton, has approved an ord<strong>in</strong>ance to<br />

augment child care employee wages <strong>in</strong> <strong>the</strong> City of<br />

Seattle, and is considered likely to allocate $300,000 for<br />

this purpose.<br />

Ill<strong>in</strong>ois recently enacted a wage supplementation bill<br />

called “Great Start” and allocated $3 million of its federal<br />

<strong>Child</strong> <strong>Care</strong> and Development Fund for <strong>the</strong> <strong>in</strong>itiative. For<br />

enhancement grants program for approximately 19 years.<br />
