GENERATING PUBLIC REVENUE FEES<br />

• While <strong>the</strong> creation of <strong>the</strong> voluntary fund was applauded<br />

by advocates, <strong>the</strong>y did caution that one disadvantage<br />

of voluntary fund is that it puts a burden on child care<br />

advocates to raise public awareness to stimulate<br />

donations. Without proper public relations funds,<br />

advocates will not be able to do that. Posters<br />

announc<strong>in</strong>g <strong>the</strong> program took a long time to be pr<strong>in</strong>ted,<br />

and <strong>the</strong>y were posted throughout <strong>the</strong> state well after<br />

county motor vehicles offices began to accept<br />

donations to <strong>the</strong> fund.<br />

• O<strong>the</strong>r problems related to lack of public education<br />

regard<strong>in</strong>g <strong>the</strong> voluntary fund also have emerged. In<br />

Kentucky, most people renew motor vehicle<br />

registrations by postcard. Their option to donate to<br />

child care is written <strong>in</strong> very small pr<strong>in</strong>t, and <strong>the</strong>re is no<br />

l<strong>in</strong>e to <strong>in</strong>clude a contribution to <strong>the</strong> total paid. To<br />

remedy this problem, legislation will be <strong>in</strong>troduced <strong>in</strong><br />

2000 to redesign <strong>the</strong> renewal form so that <strong>the</strong> child<br />

care donation request is prom<strong>in</strong>ent on <strong>the</strong> postcard.<br />

• The state fund was modeled after <strong>the</strong> <strong>Child</strong> <strong>Care</strong> Fund,<br />

a campaign started <strong>in</strong> Lex<strong>in</strong>gton–Fayette County<br />

(Kentucky). The <strong>Child</strong> <strong>Care</strong> Fund was formed by a<br />

coalition of citizens, <strong>in</strong>clud<strong>in</strong>g representatives from local<br />

bus<strong>in</strong>esses, <strong>the</strong> faith community and <strong>the</strong> <strong>Child</strong> <strong>Care</strong><br />

Council, to collect $1 from each Lex<strong>in</strong>gton–Fayette<br />

County citizen to support a fund that would supplement<br />

<strong>the</strong> child care costs of low–<strong>in</strong>come work<strong>in</strong>g parents.<br />

The fund encourages bus<strong>in</strong>esses and <strong>in</strong>dividuals to<br />

sponsor a child at $25 per week for 50 weeks, or<br />

$1,250 per year. <strong>Child</strong> care rates <strong>in</strong> Lex<strong>in</strong>gton–Fayette<br />

range from $95 to $115 per week, so <strong>the</strong> assistance<br />

of $25 per week is a significant contribution for<br />

work<strong>in</strong>g families.<br />

• Motivated by <strong>the</strong> success of <strong>the</strong> Lex<strong>in</strong>gton–Fayette<br />

<strong>Child</strong> <strong>Care</strong> Fund, a member of <strong>the</strong> board spoke to <strong>the</strong><br />

clerk of <strong>the</strong> Fayette County Department of Motor<br />

Vehicles Office about creat<strong>in</strong>g a state fund to collect<br />

voluntary donations to child care through motor vehicle<br />

registration renewal. Conversation with o<strong>the</strong>r clerks<br />

around <strong>the</strong> state generated enough <strong>in</strong>terest to<br />

conv<strong>in</strong>ce State Representative Jessie Crenshaw (D)<br />

to file <strong>the</strong> Motor Vehicle Registration <strong>Child</strong> <strong>Care</strong><br />

Assistance Account Act.<br />
