Municipalities determ<strong>in</strong>e allowable child care with<strong>in</strong><br />

<strong>the</strong> TIF.<br />

STRATEGIC CONSIDERATIONS<br />

• A TIF development program can, among o<strong>the</strong>r th<strong>in</strong>gs,<br />

provide new employment opportunities, reta<strong>in</strong> exist<strong>in</strong>g<br />

employment, improve physical facilities or remedy<br />

environmental hazards. Moreover, where a TIF is<br />

designated, a municipality can use a portion captured<br />

assessed value for certa<strong>in</strong> related “project costs,”<br />

<strong>in</strong>clud<strong>in</strong>g quality child care services, toge<strong>the</strong>r with<br />

construction, staff<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, certification and<br />

accreditation costs.<br />

• Includ<strong>in</strong>g child care with<strong>in</strong> <strong>the</strong> list of TIF project costs<br />

that can be covered by municipalities was a significant<br />

achievement for child care advocates. Lead<strong>in</strong>g <strong>the</strong> effort<br />

was state Senator Susan Longley (D) who, upon<br />

study<strong>in</strong>g <strong>the</strong> first <strong>F<strong>in</strong>anc<strong>in</strong>g</strong> <strong>Child</strong> <strong>Care</strong> catalog,<br />

authored several pieces of legislation geared toward<br />

child care facilities f<strong>in</strong>anc<strong>in</strong>g. Senator Longley’s<br />

legislation became part of a statewide children’s<br />

<strong>in</strong>itiative called “Start ME Right,” (profiled on page 78).<br />

Many child care advocates are not yet certa<strong>in</strong> about<br />

<strong>the</strong> TIF process. Although <strong>the</strong>y are now aware that<br />

child care is an allowable project cost with<strong>in</strong> a TIF, <strong>the</strong>y<br />

do not understand <strong>the</strong> basics of municipal f<strong>in</strong>ance<br />

and/or <strong>the</strong> process of designat<strong>in</strong>g a TIF. Without<br />

tra<strong>in</strong><strong>in</strong>g and education, child care advocates fear that<br />

<strong>in</strong>novative f<strong>in</strong>anc<strong>in</strong>g strategies like <strong>the</strong> TIF will rema<strong>in</strong><br />

unused for child care facilities.<br />

• In Ma<strong>in</strong>e, designation of TIF districts falls squarely<br />

with<strong>in</strong> <strong>the</strong> municipal doma<strong>in</strong>. Thus, most TIF projects<br />

are approved by town meet<strong>in</strong>g. In order for towns to<br />

beg<strong>in</strong> <strong>in</strong>clud<strong>in</strong>g child care <strong>in</strong> proposed development<br />

projects, child care advocates must make <strong>the</strong>ir case to<br />

<strong>the</strong> town plann<strong>in</strong>g department (<strong>the</strong> department that<br />

handles real estate development projects) and to town<br />

selectmen. <strong>Child</strong> care advocates should consult <strong>the</strong>ir<br />

local plann<strong>in</strong>g department about pend<strong>in</strong>g real estate<br />

projects to beg<strong>in</strong> discussions about <strong>the</strong> <strong>in</strong>clusion of<br />

child care <strong>in</strong> new projects.<br />
