<strong>Washington</strong> <strong>State</strong> Lottery<br />
Lottery Scratch Ticket Order Packaging<br />
The Lottery spends nearly $40,000 annually on packaging materials used to ship<br />
scratch ticket orders to retailers. The packaging materials must provide physical<br />
protection to the tickets while enroute. They also must be secure, must be easy<br />
to work with and easy to store. At the time this project began, scratch ticket<br />
orders were being packaged in either cardboard boxes or manila envelopes lined<br />
with bubble wrap.<br />
Several changes in the scratch ticket distribution system resulted in an<br />
opportunity to change packaging materials. The team members analyzed the<br />
costs and benefits of changing to polyethylene bags <strong>for</strong> small orders. The team<br />
found that per<strong>for</strong>mance and handling characteristics of the polyethylene bags<br />
were as good or better than existing packaging and costs were less. The group<br />
also confirmed that the new bags allowed <strong>for</strong> printing on the exterior of packages.<br />
In addition, the new bags increased our customers’ ability to identify packages<br />
that may otherwise have been mishandled.<br />
<strong>Results</strong><br />
★ An estimated annual saving of $6,716 based on 3,300 packages per month.<br />
★ Polyethylene bags eliminated the need to order two different sizes of shipping<br />
boxes.<br />
