ATOM was created through the <strong>Digital</strong> Government Applications Academy and<br />

reflects the shared expertise of the participating agencies. ATOM is an online<br />

library of the community’s knowledge and experience. It is updated iteratively in<br />

real time, meaning that it gets better the more it gets used.<br />

The elements of the end-to-end project guide have been validated by a number<br />

of customer agencies and by those in the authorizing environment – most<br />

notably, the Office of Financial Management, the Office of <strong>State</strong> Treasurer, the<br />
