Campaign for Inclusionary Zoning: FromJanuary 1999 to March 2003, the sale prices ofhomes in the District of Columbia rose four timesfaster than incomes. The price of D.C. rentals grewthree times faster than incomes. As a result, morethan 35 percent of renters and 24 percent ofhomeowners are paying more than they can affordfor housing, meaning other family needs are beingignored. For mandatory inclusionary zoning to beadopted in D.C., zoning and land use laws must bechanged. The Campaign for Inclusionary Zoningproposes a detailed policy that is now before the localzoning commission. As of mid-November 2004, 48organizations in the District of Columbia had lentsupport and voice in support of mandatoryInclusionary Zoning. For more information,www.policylink.org/DCIZ/.New York City’s Campaign for InclusionaryZoning: The fall 2004 publication of a report coauthoredby PolicyLink and the Pratt InstituteCenter for Community and EnvironmentalDevelopment helped to launch a citywide rezoningand development proposal. The publication,Increasing Housing Opportunity in New York City:The Case for Inclusionary Zoning, finds that NewYork’s housing construction market was unable tokeep pace with consumer demand, which had theeffect of forcing up housing prices throughout thecity as evidenced by extremely low vacancy rates,growing waiting lists for subsidized housing, andrecord-high homelessness. The Pratt Center issupporting a new citywide coalition of housing andsocial justice groups under the New York CityCampaign for Inclusionary Zoning (includingACORN, Habitat for Humanity, communityorganizations, and religious congregations). Afterstrong organizing by the campaign and the supportof more than 25 City Council members, the MayorBloomberg’s administration agreed to shift itspolicy. In the rezoning of the Hudson Yards on thewest side of Manhattan, the administration and theCity Council agreed to inclusionary zoning andother affordable housing provisions that will lead tothe creation or preservation of nearly 3,400affordable apartments (about 28 percent of the totalunits to be developed in the area). The Campaign isnow pressing the administration and the CityCouncil to commit to inclusionary zoningprovisions in every future rezoning that createsroom for more housing.
