GORST PLANNED ACTION EIS | ALTERNATIVES<strong>Planned</strong> <strong>Action</strong>SEPA provides a planned action process to facilitate proposals in UGAs (WAC 197-11-164 to 172). A planned actionprovides more detailed environmental analysis during an area wide planning stage rather than at the projectpermit review stage. Designating a planned action streamlines environmental review for development proposalsconsistent with EIS mitigation measures that are adopted in a planned action ordinance. <strong>Planned</strong> actions would beallowed if they meet or exceed proposed land use and environmental performance standards. This tool has beenused elsewhere by local governments in Washington State, including Bremerton (e.g. SKIA). The City of Bremertonand Kitsap County are considering designating a planned action for the <strong>Gorst</strong> UGA. 3 Some <strong>Gorst</strong> land usealternatives may vary which areas are included in the planned action (Alternative 2 all areas in UGA exceptwaterward of SR 3 and SR 16; Alternative 3 all lands in the UGA).If the planned action ordinance is adopted, the City of Bremerton and Kitsap County would follow the applicableprocedures contained in the ordinance to determine if the proposed project impacts are consistent with the<strong>Planned</strong> <strong>Action</strong> EIS. When a permit application and environmental checklist are submitted for a project that isbeing proposed as a planned action project, the City of Bremerton and Kitsap County must first verify thefollowing:• The project meets the description of any project(s) designated as a planned action by ordinance or resolution.• The probable significant adverse environmental impacts were adequately addressed in the EIS.• The project includes any conditions or mitigation measures outlined in the ordinance or resolution.If the project meets the above requirements, the project qualifies as a planned action project and a SEPA thresholddetermination is not required. See Figure 2-14 <strong>Planned</strong> <strong>Action</strong> Process, a flow chart of the <strong>Planned</strong> <strong>Action</strong> process.Appendix B <strong>Draft</strong> <strong>Planned</strong> <strong>Action</strong> Ordinance contains a draft of the planned action ordinance including theinformation on the draft process and the parameters used to determine consistency with EIS assumptions.3 Another option is to have some land use and environmental standards (for example, the <strong>Planned</strong> <strong>Action</strong>Ordinance) become effective only upon annexation to encourage annexation, which is a Growth Management goalreflected in Kitsap County’s assignment of the UGA to the City.<strong>Draft</strong> | June2013 2-39
