Population growth should be directed to Cities,UGAs and centers with a transportation system that connects people with jobs and housing.Each of Kitsap’s urban communities should foster its unique vision as a high quality place to liveand work, through urban design, historic preservation, and arts that improve the natural andhuman-made environments; promote healthy lifestyles; contribute to a prosperous economy;and, increase the region’s resiliency in adapting to changes or adverse events.In Kitsap, urban communities are closely linked to water and natural amenities and provideopen space links to the natural environment.The role of Kitsap County in the countywide growth pattern is to:Keep regional vision in mind when making local decisionsPromote stewardship of unincorporated urban areas and promote annexation into citiesor incorporationMaintain/enhance natural systems and rural characterInclude a variety of low density rural communities, densities, and usesUGAs. Includes the outline of the land capacity analysis program, which serves as the basis forUGA expansion, establishes policies on population increments, and establishes process andcriteria for expanding and adjusting UGAs. These criteria include:UGAs are areas within which urban growth shall be encouraged and outside of whichgrowth can occur only if it is not urban in nature per GMA.Unincorporated UGAs shall be associated with an existing or future city.All UGAs shall be reflected in County and respective city comprehensive plans.Sufficient area must be included in the UGAs to accommodate the adopted 20-yearpopulation distribution in the CPPs developed by the KRCC.A jurisdiction may define growth tiers within its UGA or phase utility development.The County, city, or interested citizens may initiate an amendment to an existing UGA.Any jurisdiction seeking to expand its UGA shall achieve densities consistent with the GMAand the City’s adopted Comprehensive Plan and any interlocal agreement between theAll alternative promote growth in compact urban patterns, with Alternatives 2 and 3improving the aesthetic qualities of growth through urban design concepts, andpromoting greater linkages to the Sinclair Inlet and <strong>Gorst</strong> Creek shorelines.The County continues to promote stewardship of the UGA until annexation orincorporation and is jointly planning with the City of Bremerton.See a discussion of environmental and rural policies elsewhere on this chart.All alternatives encourage development in urban areas, particularly the <strong>Gorst</strong> UGA,where added commercial and residential growth is anticipated. No changes areproposed to the SKIA UGA which was the subject of its own plan in 2012.The <strong>Gorst</strong> UGA is currently associated with Bremerton for future annexation, and<strong>Action</strong> Alternatives will help plan for the transition of governance. <strong>Action</strong> Alternativesinclude capital facility and service plans and policies to support the land use patternsand growth.The land capacity analysis program has been applied to the alternatives for acomparison of growth projections.The County and City will reflect the <strong>Gorst</strong> planning efforts in their plans through theadoption of the Watershed Characterization & Framework Plan and <strong>Gorst</strong> SubareaPlan.All alternatives are undergoing public review as part of the watershed and subarea<strong>Draft</strong> | June 2013 3-259
