GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESMitigation MeasuresIncorporated Plan Features• Mixed-use and clustered development is encouraged in select areas under Alternative 3, and bothAlternatives 2 and 3 would result in increased residential density over existing conditions. Providing power tohigher-density and cluster development is often more efficient than provision of power to low-densitydevelopment.Applicable Regulations and Commitments• All future development of energy resources and transmission facilities would be required to comply withfederal and state laws, the regulations of the Northwest Power Planning Council, and the WUTC.Other Potential Mitigation Measures• As development permits are issued for future development in the <strong>Gorst</strong> UGA, either by Kitsap County or theCity of Bremerton, PSE and CNG should be advised of large development or redevelopment projects andallowed to provide input on their ability to adequately serve the project.Significant Unavoidable Adverse <strong>Impact</strong>sPopulation and employment growth under all studied alternatives, and particularly the action alternatives, willincrease demands for energy that in turn will increase the need for additional facilities. Planning efforts to managegrowth should reduce the demand and/or accommodate growth in a coordinated fashion than would otherwiseoccur.3.13.2. Solid WasteAffected EnvironmentWatershedKCPW provides solid waste management in the <strong>Gorst</strong> Creek watershed area. KCPW contracts with WasteManagement Washington Incorporated (WMWI) to provide curbside collection of garbage, recycling, and yard andfood waste to residents and businesses in the Cities of Bremerton and Port Orchard as well as unincorporatedareas within the watershed.Within the Cities of Bremerton and Port Orchard, garbage collection is mandatory, while it is voluntary within theunincorporated county. WMWI offers collection of garbage and recycling to all residents of the watershed. Yardand food debris collection is available to residents of Bremerton and Port Orchard and to county residents withinthe burn ban boundary.Facility InventoryCapital facilities are an integral part of the solid waste management system, and within Kitsap County they areowned and operated by a variety of entities. Table 3.13-1 Solid Waste Facility Inventory shows the major solidwaste disposal facilities in the County. Olympic View Transfer Station serves the study area.<strong>Draft</strong> | June 2013 3-219
