GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESCPP Concept SummaryHousing. Establishes a framework for the provision of housing with in Kitsap County to allincome levels at a variety of housing densities. Promotes a jobs/housing balance.Countywide Economic Development. Encourages coordinated economic growth among alljurisdictions in Kitsap County, a healthy economy with a spectrum of jobs, and diversification.Seeks to add predictability and certainty to private development decisions.Analysis of the Fiscal <strong>Impact</strong>. Identifies opportunities for jurisdictions to plan for infrastructureand services such as through comprehensive plans, CFP, at the time of UGA expansions, andUGA Management Agreements. Special districts should be involved in the planning for UGAs.Coordination with Tribal Governments and the Federal Government. Seeks to involve andinform these governments in regional and local planning efforts in the county.Coordination with Federal Government including Navy. Promotes coordination with thefederal government on land use and other activities.Roles and Responsibilities. Establishes the roles and Responsibilities for the variousgovernments and agencies within the county including the KRCC, Kitsap County, the Cities, andSpecial Districts.DiscussionWhile all alternatives allow for housing, Alternatives 2 and 3 provide significant newopportunities for housing on the mine site. Further, Alternative 3 would promote ahorizontal or vertical mixed use pattern, and would provide a new live-work housingchoice.All alternatives support economic development in <strong>Gorst</strong>. Alternative 1 wouldpromote highway-oriented commercial and some industrial uses. Alternative 2focuses on a well-designed commercial corridor. Alternatives 1 and 2 would convertsome present residential areas to more commercial uses, and assume the highestemployment growth levels. Alternative 3 provides for mixed use economicopportunities with regional commercial uses as well as local serving commercial usescombined with mixed uses, such as in a horizontal format. With allowances for mixedresidential uses, the job growth under Alternative 3 would not be as high asAlternatives 1 and 2.The City is conducting an annexation fiscal analysis. The Subarea Plan associated withAlternatives 2 and 3 incudes policies towards transition of governance as indicated inCPP policies regarding UGAMAs.The Suquamish Tribe has been a project partner and a member of the AdvisoryCommittee for the <strong>Gorst</strong> Creek Watershed Characterization & Framework Plan and<strong>Gorst</strong> Subarea Plan.The EPA is directing the grant under which the <strong>Gorst</strong> planning efforts are occurring.The Navy has attended project partner meetings. The City has notified federalagencies about this planning process as part of public outreach methods includingnotices and similar means.The County serves unincorporated Kitsap County and has assigned the <strong>Gorst</strong> UGA tothe City of Bremerton.
