PLANNED ACTION ORDINANCEii. it is within the one or more of the land use categories described in subsection 1(a)above; andiii. it is listed in development regulations applicable to the zoning classifications applied toproperties within the <strong>Planned</strong> <strong>Action</strong> Area.A <strong>Planned</strong> <strong>Action</strong> may be a single <strong>Planned</strong> <strong>Action</strong> use or a combination of <strong>Planned</strong> <strong>Action</strong>uses together in a mixed use development. <strong>Planned</strong> <strong>Action</strong> uses include accessory uses.(c) Public Services: The following public services, infrastructure and utilities are also <strong>Planned</strong><strong>Action</strong>s: XXX [Consistent with Preferred Alternative].(2) Development Thresholds:(a) Land Use: The following amounts of various new land uses are contemplated by the <strong>Planned</strong><strong>Action</strong>:FeatureResidential Dwellings (units)Commercial Square FeetJobs<strong>Planned</strong> <strong>Action</strong> AreaXXXXXXXXX(b) Shifting development amounts between land uses in D(2)(a) may be permitted when thetotal build-out is less than the aggregate amount of development reviewed in the EIS; thetraffic trips for the preferred alternative are not exceeded; and, the development impactsidentified in the <strong>Planned</strong> <strong>Action</strong> EIS and are mitigated consistent with Exhibit B.(c) Further environmental review may be required pursuant to WAC 197-11-172, if anyindividual <strong>Planned</strong> <strong>Action</strong> or combination of <strong>Planned</strong> <strong>Action</strong>s exceed the developmentthresholds specified in this Ordinance and/or alter the assumptions and analysis in the<strong>Planned</strong> <strong>Action</strong> EIS.(3) Transportation Thresholds:(a) Trip Ranges & Thresholds. The number of new PM peak hour trips anticipated in the <strong>Planned</strong><strong>Action</strong> Area and reviewed in the EIS is as follows:TOTALPM PEAK HOUR TRIPSTotalXXX PM Peak Hour Trips(b) Concurrency. All <strong>Planned</strong> <strong>Action</strong>s shall meet the transportation concurrency requirementsand the LOS thresholds established in [BMC XXX/KCC XXX].(c) Traffic <strong>Impact</strong> Mitigation. [To be determined based on Preferred Alternative; for exampleeach project could be required to mitigate based on proportional share of trips determinedby a traffic generation study.](d) Discretion. The SEPA Responsible Official or his/her designee shall have discretion todetermine incremental and total trip generation, consistent with the Institute of TrafficEngineers (ITE) Trip Generation Manual (latest edition) or an alternative manual accepted bythe SEPA Responsible Official at his or her sole discretion, for each project permitapplication proposed under this <strong>Planned</strong> <strong>Action</strong>.June 2013 4
