GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESFunctionalClassificationMajor CollectorMinor CollectorLocalDescriptionMajor collectors provide the primary access to a minor arterial for one or moreneighborhoods or non-residential areas. Collectors distribute trips to and from the arterialsystem. They provide a limited amount of travel through neighborhoods and non-residentialareas that originates and terminates externally. Collectors provide direct connections tolocal roads and minor collectors. They provide collection and distribution routes for publictransit systems. The basic trip length is generally between 2 and 10 miles.Minor collectors provide direct access to local roads and driveway access points to abuttingproperties. They provide for internal distribution of trips within a neighborhood or nonresidentialarea, or part of a neighborhood or non-residential area. Minor collectors containa limited amount of through traffic; traffic is primarily local in nature.A local access street provides access immediately to adjacent properties. Characteristics oflocal streets include: low traffic volumes, maximum of two travel lanes, no medians, noshoulders, no access control, and no preference at signals. Sidewalks and parking may bepermitted. Local streets should connect local properties to minor collector streets and, inturn, to higher-class facilities. Fixed bus service is generally not provided along local streets.Source: Kitsap County Public Works Department 2001County Roadway InventoryWithin the <strong>Gorst</strong> UGA there are a number of short local roadways that essentially provide access to the variousresidential developments within the area. These local roadways feed directly into the state highways or into othercounty roadways. Outside of the state highways there are four main roadways that provide the majority of theaccess to the <strong>Gorst</strong> UGA.W. Belfair Valley RoadW. Belfair Valley Road is a two lane roadway that is classified as an Urban Minor Arterial in the vicinity of theintersection with Sam Christopherson Avenue. The classification of this roadway changes to a rural major collectoras the roadway proceeds west out of the <strong>Gorst</strong> UGA. W. Belfair road provides an alternative route to the town ofBelfair that is located southwest of <strong>Gorst</strong> on SR 3. W Belfair Road begins at SR 3 just north of the SR 3/SR 16intersection and heads southwest toward the town of Belfair. This roadway generally parallels SR 3 and is a viablealternative route to SR 3 from the <strong>Gorst</strong> UGA to BelfairSherman Heights RoadSherman Heights Road is a two lane roadway that is classified as a local roadway. This road connects to W BelfairValley Road north of the intersection of SR 3 and SR 16 and continues north generally paralleling SR 3. ShermanHeights Road provides the local access to the existing quarry area. North of the <strong>Gorst</strong> UGA Sherman Heights Roadconnects with a series of local roadways and eventually connects to Werner Road. There is an existing interchangeat SR 3 and Werner Road/W. Loxie Eagans Blvd. Sherman Heights Road and the other local roadway provide aconnection from the City of Bremerton and SR 3 to the <strong>Gorst</strong> UGA that does not require travelling on the heavilytravelled SR 3 corridor.Sam Christopherson AvenueSam Christopherson Avenue is a relatively short two lane local roadway with provides an important connectionbetween W. Belfair Valley Road and SR 3/ SR 16 west of the SR 3/SR 16 intersection. Sam Christopherson Avenue isthe primary connection from the northwest portion of the <strong>Gorst</strong> UGA to both SR 3 and SR 16.Feigley RoadFeigley Road is a two lane local roadway that provides access to SR 16 and SR 3 from the south east portion of<strong>Gorst</strong> UGA. This roadway primarily serves the existing residences in the southern portion of the UGA.<strong>Draft</strong> | June 2013 3-154
