GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURES3.8 Socio-economicsThis section provides a summary of 2010 population, housing, and employment for the <strong>Gorst</strong> Watershed and the<strong>Gorst</strong> UGA, trends for the last 10 years, and the studied growth for 2035. This section also evaluates the impacts ofadditional people and jobs in the three alternatives on the <strong>Gorst</strong> UGA. Lastly, the section identifies mitigationmeasures for any significantly adverse impacts.Affected EnvironmentWatershedThe <strong>Gorst</strong> Watershed covers multiple jurisdictions and does not align with U.S. Census geographies. To estimatepopulation, housing, and employment for this geography, the analysis used Kitsap County Transportation AnalysisZones (TAZs) that overlapped with the watershed to approximate the watershed boundaries. These TAZs werethen used determine the total and projected figures for areas in the watershed excluding the <strong>Gorst</strong> UGA, whichwas separately calculated by Census block groups. Figures for the entire watershed sum the select TAZs’ totals withthe totals for the <strong>Gorst</strong> UGA.Population and HousingIn the 2010, the entire watershed had an estimated total population of 2,032. By 2035 the population is projectedto increase to 2,886, an average annual growth rate of 1.4 percent. In comparison, from 2003 4 to 2010 thepopulation grew at an average annual rate of 1.1 percent.The majority of the watershed’s population is outside of the <strong>Gorst</strong> UGA. Excluding the <strong>Gorst</strong> UGA, the watershedhad a population 1,810 in 2010 with a projected population of 2,659 by 2035. This population increase representsan average annual rate of 1.5 percent. The 2003 population was 1,661 and grew at an average rate of 1.2 percentannually.The watershed excluding the <strong>Gorst</strong> UGA had 742 housing units in 2010. The vast majority, 83 percent, ofhouseholds were single-family homes. By 2035 under current Kitsap County and City of Bremerton plans thewatershed is projected to have 1,149 housing units with 93 percent being single-family homes. All the projectednew housing is anticipated to consist of single-family homes. This increase represents an average of over 15 homesadded each year. Multi-family housing is projected to decrease slightly by 17 units.From 2001 to 2011 there were 63 residential building permits issued within the watershed outside of the <strong>Gorst</strong>UGA. All the permits issued were for single-family houses or mobile homes.
