GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESKitsap County CPPAll alternatives would be consistent with CPPs by focusing growth in UGAs and offering employment and housingopportunities. Alternatives 2 and 3 would promote joint City-County planning for an assigned UGA consistent withCPPs. All facilities and services are addressed in this <strong>Draft</strong> EIS consistent with CPP guidance for joint planning andservice transition. See Table 3.14-5 Kitsap County CPP Evaluation.One area of inconsistency for Alternatives 2 and 3 includes population allocations; Alternatives 2 and 3 wouldsubstantially increase the capacity for population on the mine site compared to Alternative 1. Kitsap County andthe City of Bremerton could work with KRCC to reallocate population from undersized UGAs to <strong>Gorst</strong> to matchAlternatives 2 or 3 population levels. This could be accomplished prior to the County and City of Bremerton’s GMArequired 2016 Comprehensive Plan Update. Until that time, the mineral resources designation could remain whilethe mine is still in active operation, thus not allowing residential growth until population targets are reallocated.<strong>Draft</strong> | June 2013 3-258
