GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESanalysis reports for proposed development projects if there is reason to believe the impact on the City ofBremerton’s existing or planned future transportation facilities will be significant. The City of Bremerton Engineershall impose conditions necessary to mitigate all impacts of traffic, circulation and parking resulting from a project.For segments, intersections, or other portions of the street system for which a LOS Standard has been adopted,mitigation measures shall be sufficient to assure that such segments, intersections or other portions of the streetsystem continue to meet or exceed the adopted LOS standards after full project occupancy and operation. Forsegments, intersections or other portions of the street system for where the present LOS is below the adoptedstandard, the mitigation measure shall be sufficient to maintain or exceed the present LOS. (BMC Chapters11.12.060 and 11.12.070)TransitKitsap Transit is the public transportation provider in Kitsap County. Formally known as the Kitsap PublicTransportation Authority, it was established by the voters in the fall of 1982. Its mission initially was to providepublic transportation services in the greater Bremerton and Port Orchard areas. Since then, Kitsap Transit hasexpanded through a number of annexations to cover the entire county.Kitsap Transit is a multi-program system that provides fixed route and paratransit bus service, manages a Park andRide lot system, operates a passenger-only ferry service between Bremerton and Port Orchard, and supportstransit-oriented development. The Kitsap Transit 2010-2016 Transit Development Plan (2010) assesses existingservice and facilities and lays out its transit improvement plan.Fixed Route Bus ServiceKitsap Transit operates 22 local bus routes throughout the county. Most routes provide everyday service. Saturdayservice is limited, and there are no Sunday operations. Typical headways (time between buses) range between 15minutes and 90 minutes, but most commonly are 60 minutes.Kitsap Transit operates 17 commuter bus routes. Service is provided to support commute travel patterns and timesof day. These routes provide weekday service and focus on major employment centers and ferry terminal areas ofthe county.There are no local or commuter bus routes that directly service the <strong>Gorst</strong> UGA. Transit riders from <strong>Gorst</strong> need todrive to park and ride lots located north and east of the <strong>Gorst</strong> UGA in order to utilize transit. The closest park andride lot to the east is located approximately 5 miles from the center of <strong>Gorst</strong> in Port Orchard. The closest bus routeto the north is Route 20 which follows Werner Road north of the <strong>Gorst</strong> UGA, while the closes bus to the east isroute 5 which services Tremont Street in Port Orchard.Paratransit Bus ServiceKitsap Transit operates ACCESS paratransit service for elderly and disabled people throughout most of the county.This service is designed to provide transportation for seniors and people with disabilities who are unable to useKitsap Transit regular fixed route buses (Kitsap Transit 2010).Foot Ferry ServiceKitsap Transit operates contract passenger ferries between Port Orchard and Bremerton and between Annapolisand Bremerton. The Port Orchard/Bremerton ferry operates weekdays and Saturdays at average headways of 30minutes. The Annapolis/Bremerton ferry operates weekdays during the morning and evening commute periods ataverage headways of 10 minutes. In 2010, the foot ferries carried 444,296 riders (Kitsap Transit 2010).RideshareKitsap Transit operates a large rideshare program composed of worker/driver buses (subscription or bus poolservice), vanpools, and a ride-matching service. The vanpool program provides service to and from majoremployment destinations in and near Kitsap County. Currently, vanpool commute destinations include Bangor;<strong>Draft</strong> | June 2013 3-159
