GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURES• Puget Sound Clean Air Agency Regulations: All construction sites in the Puget Sound region are required toimplement rigorous emission controls to minimize fugitive dust and odors during construction, as required byPSCAA Regulation 1, Section 9.15, Fugitive Dust Control Measures. All industrial and commercial air pollutantsources in the Puget Sound region are required to register with PSCAA. Facilities with substantial emissions arerequired to obtain a Notice of Construction air quality permit before construction is allowed to begin.• State of Washington GHG Laws: As described above in State of Washington GHG Requirements, Washingtonenacted a new law establishing GHG reduction limits.• City of Bremerton SKIA Subarea Plan: A subarea plan for SKIA was adopted in 2012. A portion of the <strong>Gorst</strong>Watershed is located within the SKIA subarea. The SKIA subarea plan contains development incentives andrequirements to ensure sustainable development and reduce GHG emissions, including:oooooCTR. Once total new employment within SKIA has exceeded 2,000 new employees (resulting from actionspermitted under the <strong>Planned</strong> <strong>Action</strong> Ordinance), all employers with 50 or more employees shall berequired to participate in the CTR Program.Bicycle Facilities. Bicycle parking shall be provided at 10 percent of the required automobile spaces.Neighborhood Electric Vehicles. Neighborhood Electric Vehicles and Electric Golf Carts shall be allowedon all pedestrian pathways within SKIA that are constructed to the standards contained in SectionC.5.050. Neighborhood Electric vehicles shall also be allowed on all public roadways in SKIA where theiruse is not otherwise prohibited by state or local law (e.g. roadways with a maximum speed limit of 25miles per hour or less are suitable).Non-Motorized Facilities. The trail system in SKIA is intended to form a loop, making non-motorizedconnections throughout the entire Subarea.Energy-Efficient Lighting. Light emitting diode (LED) lighting is encouraged. To the greatest extentfeasible, all light fixtures and bulbs should meet the requirements for certification by the ENERGY STARprogram.• Kitsap County Energy Efficiency and Conservation Plan: In 2011, the Kitsap County developed an EnergyEfficiency and Conservation Plan, which is focused on achieving greater energy efficiency and reducing GHGemissions. The plan outlines a list of recommendations that once implemented would serve to increase energyefficiency and reduce GHGs. A summary of some of the key recommendations are provided as follows:oooooBuilding Design. Incorporate energy efficiency standards into planning and design for any newconstruction, renovation project, or lease agreements.Operations and Maintenance. Adopt an energy conservation policy setting clear goals and guidelines formaximizing the efficiency of building operations.External Energy Use. Survey all parking lot and external building lights and identify retrofit opportunities.Transportation and Fleets. Establish goals to increase fuel efficiency and the use of alternative fuels forthe county fleet. Enhance the CTR program and associated employee training to reduce fuel use andemissions.Renewable Energy. Identify potential opportunities for renewable energy projects on existing and futurecounty buildings. Identify and acquire sources of renewable energy and/or fuel for county operations.• Kitsap County Initiatives: Kitsap County has already pursued a number of local projects related to energyefficiency and climate change including the following shown in Table 3.3-7 Kitsap County Climate ChangeResponsive Projects.<strong>Draft</strong> | June 2013 3-45
