GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURESdelay, while LOS D and E imply conditions that approach capacity, and LOS F implies unstable flow with potentialfor substantial delays (Transportation Research Board 2000). The characteristics of the six levels of servicedesignations for roadway segments and intersections are summarized in Table 3.11-2 LOS Descriptions. Thefollowing sections describe the methods applied to calculate LOS for roadway segments and intersections.Roadway Segment LOSKitsap County uses a traditional engineering methodology to evaluate LOS of roadway segments, which aresections of roadway located between major intersections. LOS is based on V/C ratios, by which roadway travelvolumes are compared to roadway capacity. The V/C ratio relates directly to measures of LOS. Table 3.11-6 V/CRatio Ranges as They Relate to LOS shows the relationships between LOS, V/C ratios, peak hour, and free-flowspeed on a roadway segment.To calculate V/C ratio on a roadway segment, the projected daily traffic volume that travels on the roadway isdivided by its capacity. LOS for intersections considers the control delay experienced for each vehicle whether it be a stopor signalized intersection and relates the delay to the LOS.IMPACTS COMMON TO ALL ALTERNATIVESThe three alternatives are expected to experience common types of impacts, with the intensity of the impactsincreasing as population and employment levels increase. This section provides a side-by-side summary of traveldemand and roadway LOS impacts projected to result from each of the three alternatives. Potential impacts onother modes of travel are also discussed.System-wide Travel ImpactsTable3.11-7 Summary of Gorst Area Travel Statistics summarizes a number of numerical measures that have beendefined for the alternatives based upon the Gorst UGA population and employment projections, the proposed landuse plan for each alternative, planned infrastructure improvements, and travel demand modeling results. Since theGorst UGA is a relatively small area compared to the overall county, the Daily Vehicle Trips and Daily Vehicle Milesof Travel shown in the table are for the entire county. The differences between the three alternatives are theresult of the varying land use assumptions for the Gorst UGA. Table 3.11-7 Summary of Gorst Area Travel Statisticsindicates that the daily trips and daily vehicle miles are very similar for all three alternatives. Alternative 1 results inthe fewest trips in 2035 while Alternative 2 generates the most trips. Alternative 2 results in 2,823 more daily tripsthat Alternative 1 while Alternative 3 produces 2,031 more trips that Alternative 1.Draft | June 2013 3-168
