GORST PLANNED ACTION EIS | ALTERNATIVESFuture GrowthAs of 2010, there are approximately 222 persons in the <strong>Gorst</strong> UGA and 1,810 persons in the remainder of thewatershed. There are about 237 jobs in the <strong>Gorst</strong> UGA and roughly 264 jobs in the rest of the watershed, primarilyin SKIA.Excluding the <strong>Gorst</strong> UGA, which is separately addressed below, the employment and residential growth in thewatershed would be from SKIA as well as subdivision of rural residential lots. Job increases arelargely due to traffic model assumptions regarding SKIA growth. Within the portion of SKIA in the watershed, growthwould more likely equal about 600 jobs based on the SKIA Subarea Plan Final EIS (2012) which would mean a future jobtotal in the watershed closer to 865 than 2,305. For conservative analysis purposes, the higher total is studied in this<strong>Draft</strong> EIS.Source: BERK 2013With different land use patterns, each alternative would result in a different level of population and employmentgrowth in the <strong>Gorst</strong> UGA. These growth estimateswould be added to the watershed estimates in Table 2-6 Watershed Population and Employment 2010 and 2035,Excluding <strong>Gorst</strong> UGA. Alternative 1 assumes more employment acres and a smaller residential area, resulting in thegreatest employment growth and least residential growth. Alternative 2 has a focus on commercial growth incentral <strong>Gorst</strong> and greater land designated for residential growth along Sherman Heights and <strong>Gorst</strong> Creek, thusresulting in a moderate amount of employment growth and a greater amount of population growth. The Watershed Characterization Study recommendation is to protect the north centralportion of the watershed, the tributaries, and the estuary, while allowing for additional growth and developmentin the south, and southeastern portions of the watershed.
